On Kaspi, toys and board games live in two different sections. Toy cars, dolls and construction sets are in «Детские товары» (Children's goods), while board games, puzzles, chess and dominoes are in «Досуг, книги» (Leisure, books), in the «Игры для компаний» (Party games) group. The rate is the same, 12.5% with VAT. The differences lie elsewhere. LEGO, Hasbro, Mattel and Disney can't be listed without brand documents. A 1,000-piece puzzle is no longer a toy under the regulation. And Kaspi has put the line «Игрушки» (Toys) on the list of what can't be sent with Kaspi Delivery, without saying what exactly it covers. Let's see what to do about it and work out six items.

Where toys and board games sit on Kaspi
We went through both sections in the 2026 tariffs (Tariffs 2026, PDF).

We filled in the permissions column from the restricted categories list (PDF). Its «Детские товары» block currently contains only baby goods: formula, porridge, purées, bottles, nappies, breast pumps. There are no toys in the version dated Nov 5, 2026. Brands: LEGO, Hasbro, Mattel and others
For a toy seller, brand problems start earlier than category ones. On the restricted brands list as of Nov 5, 2026 we found LEGO, Disney, Hasbro, Mattel, Barbie (in two spellings), Hot Wheels and Wooden Play Kitchen. UNO is there too. Whether that line matches the UNO card game, the list doesn't explain, so check with support before buying.
Disney is tricky. If the brand on the card is Disney, you need a permission, no question. But what if another factory made the puzzle and the box simply shows Elsa? Kaspi's documents say nothing about that case. We would ask support and ask the supplier for confirmation that the factory holds a licence for the characters. Without a licence it's a counterfeit, and Kaspi doesn't let counterfeits in at all.
Kaspi lists the documents for a restricted brand like this (q2618, updated Jul 10, 2026). A letter from the rights holder, a purchase contract, invoices and payment for 90 days will do. Or a purchase on the brand's official website with receipts in the director's name, no older than 60 days. At least 10 units per brand. A construction set "like LEGO" without documents is no way out: Kaspi bans counterfeits and replicas separately (q3904, updated Jan 16, 2026). Toy or not: what TR CU 008/2011 says
The technical regulation on toy safety considers a toy anything made for play by a child under 14 (TR CU 008/2011). Annex 1 to the regulation lists items that are not considered toys. Five points matter for this niche.
Puzzles with more than 500 pieces
The regulation doesn't apply to puzzles with more than 500 pieces. A 1,000- or 2,000-piece puzzle is a product for adults and teenagers, and it doesn't need a toy certificate. But you shouldn't call it a children's item on the card either. Which documents to ask the supplier for on such a puzzle, we would check with a certification body.
Collectible models and figures
Scale models for collectors that aren't intended for children under 14 are not toys either. With figures it depends on the packaging. "3+" is a toy. "15+" and a collector's series are not. Whatever is written on the box, write that on the card.
Weapons: blaster, airsoft and replica
These are three different products. A blaster with foam darts is a toy, and there's a subcategory for it. Airsoft guns are on the restricted categories list, and you can't sell them without a permission. And exact replicas of firearms and air guns aren't classed as toys by the regulation at all. On top of that, Kaspi bans weapons and items structurally similar to them (q3904). We wouldn't take a "toy" pistol that can't be told apart from a real one at a distance.
Electrics above 24 V
Another exception is anything that runs on more than 24 V. A toy car on AA batteries isn't affected. Check a children's electric car or large equipment against its data sheet before buying.
Board games for adults
A "16+" board game is not a toy under the regulation's definition, because it isn't meant for children under 14. And anything marked 18+ Kaspi won't let through at all (q3904). Some party games fall under this. Read the marking on the box, not just the supplier's description.
Delivery: the «Игрушки» line and what to do with it
In the PDF «Категории товаров, которые нельзя отправить Kaspi Доставкой» (Categories of goods that can't be sent with Kaspi Delivery), the «Детские товары» block has two lines: «Игрушки» (Toys) and «Песок для песочниц» (Sandbox sand) (PDF). In the tariffs, «Игрушки» is a whole group of about two dozen subcategories. The document doesn't explain whether the ban covers the whole group or something specific. According to the file properties it was created in July 2025, so it may lag behind the catalogue.
Here's what we'd do. Before buying a batch, ask Kaspi support whether your subcategory can be sent with Kaspi Delivery, and keep the answer. If not, set up your own delivery and pickup — see my delivery on Kaspi. Board games, puzzles and chess sit in «Досуг, книги», and they are not on that list.
The general packaging rules are these (how to pack an item, PDF). A large item is longer than 70 cm on any side or heavier than 20 kg, and it is packed separately with its own waybill. A children's play house or a big railway set in a box fits that description. We would put a board game in a box with padding: buyers see crushed corners on a collector's box as a defect.
The math: a toy car, a puzzle, a board game, a construction set, a railway
Conditional example, not a client case: purchase costs and prices are made up, and we didn't include taxes. Delivery follows Kaspi tariffs from Jan 1, 2026, with 16% VAT (q2288, updated Jun 16, 2026). The rows with items from the «Игрушки» group are valid only if support has confirmed Kaspi Delivery for them. While an order is under 10,000 ₸, you pay by amount: 173 ₸ up to 3,000 ₸, 231 ₸ up to 5,000 ₸, then 811 ₸ within the city and 927 ₸ to the regions. From 10,000 ₸ weight counts: up to 5 kg to the regions 1,507 ₸, 5–15 kg — 1,971 ₸.

Minimum price: (purchase cost + delivery + packaging) ÷ (1 − rate). A board game to another city at a price from 10,000 ₸: (5,600 + 1,507 + 200) ÷ 0.875 ≈ 8,351 ₸. Construction set: (11,500 + 1,507 + 300) ÷ 0.875 ≈ 15,208 ₸.
The puzzle and the 5,000 ₸ line
A puzzle at 4,900 ₸ leaves 1,657 ₸. You set 5,400 ₸ and ship to the regions — 1,398 ₸ is left. Plus 500 ₸ on the price, minus 259 ₸ in hand: delivery jumped from 231 to 927 ₸. If your puzzles and small board games are priced around 4–6 thousand, check this line for every item.
The board game and the 10,000 ₸ line
For a board game the 10,000 ₸ line is almost neutral: 1,848 ₸ versus 1,793 ₸. The 600 ₸ markup is almost eaten up by the difference in delivery. It makes sense either to stay below 10,000 ₸ or to go noticeably higher, for example by selling the game together with an expansion. A "game + expansion" bundle in one box weighs up to 5 kg, and delivery to the regions is still 1,507 ₸.
The toy car and small items under 3,000 ₸
For small items the 3,000 ₸ line decides almost nothing: the difference in delivery is 58 ₸. A toy car at 3,200 ₸ gives 204 ₸ more than at 2,900 ₸. The problem with cheap toys is different: commission and packaging bite off a lot from every thousand. A set of three or four cars is usually more profitable than fighting over every 100 ₸.
Season, card and returns
The peak in this niche is December. Calculate the minimum price for each item in advance, because in the last two weeks before the holiday prices on popular product cards (the single shared listing where all sellers of an item compete) move often. On seasonal waves — seasonality of sales on Kaspi, on trees and gifts — New Year goods on Kaspi.
What does a buyer look at on a toy card? Age, number of pieces, material, batteries. The age must match the packaging: the regulation requires the minimum age or its pictogram. And don't delay the check: after a month the main specifications of the card can no longer be corrected (q3554, updated Feb 23, 2026). Different colours of one model are merged into one card by request if the brand and category match (q3146, updated Sep 28, 2026).
Returns work the same as everywhere: 14 days for goods of proper quality with their presentation preserved and 30 days for defective goods (q2269, updated Sep 21, 2026). With board games the dispute is about something else — whether the film was opened and whether everything is in the box. Got a game back with half the pieces missing? You can refuse with the reason «Товар или упаковка повреждены» ("The item or packaging is damaged") (q2277, updated Nov 27, 2024). Without photos such a dispute is easy to lose.
Common mistakes in selling toys and board games on Kaspi
- An Elsa puzzle without a licence check. Even if the brand on the card isn't Disney, without a licence for the characters it's a counterfeit.
- A construction set "like LEGO". It's a replica, and documents won't help here.
- An airsoft rifle among the toys. Airsoft needs a permission.
- A "toy" pistol indistinguishable from a real one. The regulation doesn't consider it a toy, and Kaspi bans it.
- A party game with an 18+ badge. It won't be let through.
- A batch of toys without an answer on Kaspi Delivery. Nobody has explained the «Игрушки» line on the restrictions list.
- A puzzle at 5,400 ₸ instead of 4,900 ₸. To the regions that's 259 ₸ less.
- "6+" on the box, "3+" on the card. Both a labelling issue and a complaint.
Checklist before the New Year season
We would go through this list in October and early November, while the purchase hasn't been made yet.
- [ ] Brands checked against the list; there's licence confirmation for goods with Disney characters.
- [ ] Asked support about UNO and other disputed names.
- [ ] There's a written answer on Kaspi Delivery for your subcategory.
- [ ] Blasters look like toys, not like weapons.
- [ ] Airsoft either with a permission, or not at all.
- [ ] No 18+ on board game boxes.
- [ ] Puzzles from 500 pieces are not called children's.
- [ ] Items around 5,000 and 10,000 ₸ calculated on both sides of the line.
- [ ] Minimum price — with delivery to the regions.

How to automate prices on toys and board games
In December the price on the card of a popular construction set or board game can change several times an evening. What commission does Kaspi charge on toys and board games?
12.5% with VAT, 10.9% without VAT. It doesn't matter whether the item sits in «Детские товары» or in «Досуг, книги».
Do I need a category permission to sell toys on Kaspi?
The restricted categories list dated Nov 5, 2026 has no toys. Its children's block contains only baby goods. A permission is needed for airsoft guns and for restricted brands.
Do I need a permission for LEGO, Hasbro and Mattel?
Yes. LEGO, Hasbro and Mattel are on the list, next to Disney, Barbie and Hot Wheels. Kaspi will ask for rights holder documents or receipts from the official website, and at least 10 units per brand.
Can I sell blasters and toy weapons?
Blasters — yes, they have their own subcategory. Replicas are worse: an exact firearm replica is not a toy under the regulation, and Kaspi bans items that resemble weapons.
Can toys be sent with Kaspi Delivery?
Kaspi's documents have no direct answer. The delivery restrictions list has the line «Игрушки», and that's all. Ask support about your subcategory before buying. Board games and puzzles are not on that list.
Does a 1,000-piece puzzle need a certificate?
A toy certificate — no: the regulation excludes puzzles with more than 500 pieces. What's needed instead is best asked of a certification body.
How do I calculate the minimum price for a board game?
The formula is the same: purchase cost plus delivery plus packaging, divided by 0.875. A game with a purchase cost of 5,600 ₸, going to the regions, priced from 10,000 ₸: (5,600 + 1,507 + 200) ÷ 0.875 ≈ 8,351 ₸.
