How to sell children's products on Kaspi: permission, EAC certificates, marking and pricing

Children's products are a restricted category on Kaspi.kz. Before you can list toys, strollers, baby bottles or kids' clothing, you need permission: Kaspi will ask for a supply contract, an invoice, proof of payment and, where the law requires it, an EAC certificate or declaration and a state registration certificate. Which document you need is decided by two EAEU technical regulations: TR CU 008/2011 for toys and TR CU 007/2011 for all other children's products. The commission for the section in the 2026 tariffs is 10.9% excluding VAT. Below we go step by step through documents, labels, the product card and the price calculation.

In short

  • The «Детские товары» (Children's products) section requires permission. The form appears in your seller account when you add the first product from this section.
  • Toys under TR CU 008/2011 go through certification only. A declaration won't do.
  • Pacifiers, diapers, children's tableware and toothbrushes for children under three go through state registration and then declaration. Strollers, bicycles, footwear and bed linen go through certification.
  • Baby food, infant formula and baby care products can't be sold in 12- and 24-month installments.
  • The commission for the whole «Детские товары» section, baby food included, is 10.9% excluding VAT and 12.5% including VAT.

Step 1. Permission for the «Детские товары» category

In Kaspi's list of restricted categories, children's products share a line with pharmacy, sports and tourism. When you add such a product, your account shows a form, and you need to attach (q2224, updated Oct 5, 2026):

  1. a supply contract with your supplier or a contract with the manufacturer;
  2. an EAC certificate or declaration of conformity, if the law requires one;
  3. a state registration certificate, also if the law requires one;
  4. an invoice;
  5. documents confirming payment.

Kaspi warns that it may request the documents again and that fake documents lead to measures up to and including disconnecting the store.

Why permission gets refused

There are three reasons: the document package is incomplete, the store has broken the working rules, or it has fulfilled fewer than 10 orders in a month (q4810, updated Mar 16, 2026). If you've only just opened and want to sell toys straight away, build up orders in open categories first.

Sometimes the documents are issued to a different company, say your own LLP, while the store is registered to you as a sole proprietor. In that case Kaspi asks for extra paperwork: a contract between the companies, VAT invoices, a power of attorney or a certified copy (q5213, updated Aug 7, 2026).

Step 2. Brands in the children's section

Separately from categories, Kaspi restricts specific brands. For a brand on the restricted list, permission is granted if you have at least 10 units of that brand and the purchase documents are no older than 90 days (q2618, updated Jul 10, 2026). If you bought the goods on the brand's official website, you need receipts no older than 60 days issued to the head of the store. In the children's section such a purchase is accepted. The ban on it applies only to the «Телефоны», «Бытовая техника», «ТВ», «Компьютеры» and «Красота» categories (phones, home appliances, TV, computers and beauty).

For more on what the application looks like and why it gets rejected, see our article on brand restrictions on Kaspi.

Step 3. Certificate or declaration: what TR CU 007/2011 and 008/2011 require

Kaspi doesn't say which document a specific product needs. It says «in cases provided for by law», and the law here is the EAEU technical regulations. Children's products fall into three regimes.

Product Regulation Form of conformity assessment
Toys, construction sets, dolls, soft toys TR CU 008/2011, Article 6 Certification
Teats, pacifiers, diapers, nappies, cotton buds TR CU 007/2011, Article 12 State registration, then declaration
Tableware, bottles, sippy cups and toothbrushes for children under three TR CU 007/2011, Article 12 State registration, then declaration
First-layer underwear, socks and summer hats for children under three TR CU 007/2011, Article 12 State registration, then declaration
Strollers, bicycles, footwear (except felt), bed linen TR CU 007/2011, Article 12 Certification
Second-layer clothing, clothing for babies under one year, fur items for babies under one year TR CU 007/2011, Article 12 Certification

The toy regulation leaves no choice. Conformity of toys is confirmed by certification under schemes 1c, 2c or 3c, and scheme 3c is issued for a single batch (TR CU 008/2011, Article 6). If a supplier sends you a «declaration» for toys, look up its number in the register and check what it was issued for. It may cover different products.

State registration has an important timing detail. Under TR CU 007/2011, goods imported for the first time are registered before they enter the EAEU, not afterwards (TR CU 007/2011, Article 12). If you've brought in a batch of pacifiers from China without a certificate, you can't get one retroactively. We covered how to organise purchasing abroad in our article on goods from China for Kaspi.

Who applies for state registration is also set out. For goods made in the EAEU, the applicant is the manufacturer. For imports, it's the person acting for the foreign manufacturer or a seller registered in an EAEU country. The registration authority receives an application, the documents under which the products are made, instructions for use, label mock-ups, test reports from an accredited laboratory and documents on importing the samples. Translations from foreign languages are certified. This list shows why registration can't be arranged a couple of days before sales start: testing the samples alone takes time.

The applicant for a certificate or declaration can be the manufacturer, a seller, or a person acting for a foreign manufacturer under a contract with it. A reseller is usually fine with a copy of the supplier's document, but the document itself must be valid and cover exactly your product.

Step 4. What must be on a toy label

TR CU 008/2011 lists what the manufacturer or importer must state on the toy or its packaging (clause 5.3):

  • the name of the toy and the country of manufacture;
  • the name and address of the manufacturer or importer, plus contact details;
  • the trademark, if there is one;
  • the minimum age of the child or an age pictogram;
  • the main material, for toys for children under three, where needed;
  • care instructions, where needed;
  • the date of manufacture (month and year);
  • the service life or shelf life, if set;
  • storage conditions, where needed.

Labels and instructions are in Russian, and also in the state language of the EAEU country if its law requires it. A toy not intended for children under three carries a crossed-out sign with the age group: red or black circle and line on a white background.

There's one more restriction for the youngest. Toys for children under three can't use natural fur or natural leather. If your card labels a natural-fur soft toy as «0+», you're selling a product the regulation directly prohibits.

Step 5. Code marking: when it reaches toys

Mandatory digital marking in Kazakhstan is introduced by a list of goods, and toys (HS code 9503 00) are on it. The start date is February 1, 2028, which is 461 days from the date of this article. Items from Annex 1 to TR CU 008/2011 don't need marking (list of goods subject to marking, adilet). For now you don't have to put codes on toys, but if you buy large batches a year ahead, keep this date in mind. How marking works in categories where it already applies is covered in our article on product marking for Kaspi.

Step 6. The children's product card

Age is the key attribute for anyone buying a children's product. Put the same age on the card as on the packaging. If the box says «3+» and the card says «from 1 year», the buyer will return it and there'll be nothing to argue about.

Other card rules:

  • Main attributes can't be changed once the card is more than a month old (q3554, updated Feb 23, 2026). A mistake in age or material is easier to fix in the first weeks.
  • Different colours and sizes of one product can be merged into one card if they share the brand, category and main attributes (q5146, updated Jul 23, 2026). That's handy for kids' clothing and shoes: the buyer sees all sizes on one page.
  • A product's price on Kaspi must be between 10 ₸ and 5 million ₸ (q1345, updated May 29, 2024).

How to build a card from scratch is explained in our article on how to create a product card on Kaspi, and photo requirements in our article on product photos for Kaspi.

Commission, installments and the minimum price

In the 2026 Kaspi.kz Store tariffs, the whole «Детские товары» section has a single rate: 10.9% excluding VAT and 12.5% including VAT. It's the same for toys, strollers, feeding products, children's vehicles and baby food (Tariffs 2026, PDF). The commission is refunded if the order is cancelled (q1344, updated Jan 6, 2026).

Not everything can be sold in 12- and 24-month installments. The restriction covers baby purée, biscuits and snacks, juices and teas, porridges, infant formula, as well as baby skin care and hygiene products (q4659, updated Jun 9, 2026). It doesn't apply to toys, strollers or car seats.

A hypothetical example, not a client case. A construction set with a purchase cost of 6,500 ₸, packaging 200 ₸, Kaspi Delivery within the city, weight up to 5 kg. An order of 10,000 ₸ or more weighing up to 5 kg costs 1,099 ₸ excluding VAT, which is 1,275 ₸ with 16% VAT (q2288, updated Jun 16, 2026).

Item At a price of 12,000 ₸
Commission 12.5% incl. VAT 1,500 ₸
Kaspi Delivery within the city incl. VAT 1,275 ₸
Packaging 200 ₸
Purchase cost 6,500 ₸
Left from the sale 2,525 ₸

Minimum price = (Purchase cost + Delivery + Packaging) ÷ (1 − Commission incl. VAT)

Using the tariff for orders of 10,000 ₸ or more gives (6,500 + 1,275 + 200) ÷ 0.875 ≈ 9,115 ₸. But that price is already below 10,000 ₸, and orders from 5,000 to 10,000 ₸ have a different tariff: 699 ₸ excluding VAT, or 811 ₸ including VAT. Recalculating: (6,500 + 811 + 200) ÷ 0.875 = 8,584 ₸. That's the floor price for the construction set. Kaspi Delivery tariffs change in steps, so always check the minimum price against the tariff for the range it falls into. More on tariff steps in our article on Kaspi Delivery for sellers.

Common mistakes when selling children's products on Kaspi

  1. A declaration for toys. The toy regulation requires a certificate. With a declaration you're taking a risk when documents are rechecked.
  2. Importing without state registration. Pacifiers, diapers and children's tableware are registered before import. Once the batch has arrived, it's too late to change the order.
  3. The age on the card doesn't match the packaging. That's a direct route to returns and bad reviews.
  4. No «0–3» sign on a toy with small parts. The regulation requires a crossed-out age sign on toys not intended for children under three.
  5. A calculation that ignores the delivery tariff change. If the price drops below 10,000 ₸, the delivery tariff is different and the minimum price must be recalculated.
  6. Relying on installments for formula. Infant formula and baby food have no 12- and 24-month installments. Don't build the card for these products around installments.
