You can sell New Year goods on Kaspi.kz without a separate permission, except fireworks: those need Kaspi's permission and a licence to store and sell pyrotechnics. Under TR CU 008/2011, Christmas trees, tree ornaments and garlands are not considered toys, so they don't need a toy certificate. A mains-powered garland, however, falls under the regulations on low-voltage equipment and electromagnetic compatibility. The commission for the whole section is 12.5% including VAT. The main risk in this niche isn't paperwork but the calendar: anything not sold by the end of December waits for next winter.
In short
- Fireworks and sparklers are a restricted category: you need a pyrotechnics licence and Kaspi's permission.
- Christmas trees, tree ornaments and electric garlands are named outright in Appendix 1 to TR CU 008/2011 as items that are not toys.
- A garland that plugs into a socket is lighting equipment: under TR CU 004/2011 and 020/2011 it needs a certificate. A battery garland falls outside 004.
- The commission for «Новогодние товары» (New Year goods) is 10.9% without VAT and 12.5% with VAT.
- To get the money spent on stock back by January, in the hypothetical tree example you need to sell about two thirds of the batch.
What you need to list New Year goods
On Kaspi, New Year goods sit in «Подарки, товары для праздников» (Gifts, holiday goods) → «Новогодние товары». That covers Christmas trees, tree ornaments, tinsel and rain, wreaths, light figures, artificial snow, electric garlands and hooks for them, as well as fireworks and sparklers (2026 tariffs, PDF).
Of this whole list, only one restricted category exists: fireworks (q2224, updated Oct 5, 2026). For the permission, Kaspi asks for a licence to store and sell pyrotechnic products, a contract with the supplier or factory, an EAC certificate or declaration depending on the legal requirements, an invoice and proof of payment. Without the licence there's no point starting: the other documents won't replace it.
Trees, ornaments and garlands are added as ordinary products. If the brand is on the restricted list, you'll additionally need a letter from the rights holder and purchases of 10 units or more over the last 90 days (q2618, updated Jul 10, 2026). That's rare for holiday decor, but check your brand before buying stock, not after.
What's banned even in season
Kaspi's rules ban goods that are dangerous to life and health, used goods, counterfeits and replicas (q3904, updated Jan 16, 2026). Last year's tree "in good condition" or a garland returned with a defect is not a product for Kaspi. Keep sky lanterns in mind separately: they are in the catalogue, but they are an open flame, and before importing them, check the requirements of local fire safety rules.
Documents: what counts as a toy and what counts as an electrical appliance
Trees and ornaments are not toys
Many sellers get confused here. A glass bauble looks like a toy, it's bought for children, and it seems logical to keep a certificate for it under TR CU 008/2011 "On the safety of toys". But Appendix 1 to that regulation lists items that are not considered toys, and the very first line is "Christmas tree decorations, artificial Christmas trees and accessories for them, electric garlands" (TR CU 008/2011).
So the requirements for toys don't apply to them. That doesn't mean no documents are needed at all: if tree decorations are made of textile, for example, other regulations may apply. Ask your supplier which document the product was released under and keep a copy.
Garlands: mains or battery
Garlands are a different picture. TR CU 004/2011 on low-voltage equipment applies to equipment rated from 50 to 1,000 V AC and from 75 to 1,500 V DC (TR CU 004/2011). Its list of products for certification includes "lighting equipment and light sources" and "extension cords". A mains garland is 220 V lighting equipment, and it needs a certificate.
TR CU 020/2011 on electromagnetic compatibility also includes lighting equipment in its certification list (TR CU 020/2011). But its Appendix 1 has a caveat: electric batteries and lighting equipment powered by them without active electronic circuits are considered EMC-passive. A simple battery garland with no controller falls into that group. A garland with a remote and flashing modes has electronics.
| Product | TR CU 004/2011 | TR CU 020/2011 | TR CU 008/2011 |
|---|---|---|---|
| 220 V mains garland | Certificate | Certificate | Not a toy |
| Mains-powered light figure | Certificate | Certificate | — |
| Battery garland without a controller | Does not apply | EMC-passive | Not a toy |
| Battery garland with a remote | Does not apply | Check with a certification body | Not a toy |
| Tree, baubles, tinsel | — | — | Not a toy |
The table is a guide based on the text of the regulations, not a ruling. Which scheme a specific model needs is decided by a certification body. What's required of you is one thing: for every mains model, have a document in which the model and manufacturer match. Garland cables from the same catalogue section are also on the 004 list: "cables, wires and cords".
The listing: what buyers look for in December
A garland buyer compares length, number of bulbs, light colour, power source and modes. A tree buyer compares height, needle material, stand type and how much space it takes when assembled. If these numbers aren't in the product card (the single shared page where all sellers of the item compete), they open the next one.
Kaspi uses the main characteristics to link a product to the right card (q3554, updated Feb 23, 2026). Different SKUs are different products and aren't combined (q5146, updated Jul 23, 2026). A 10 m and a 20 m garland from the same series are two cards, not one card with a choice.
A few details that cut down questions in the chat:
- for a garland: can several be connected in series, and is a plug included;
- for an outdoor garland: the moisture protection class, if the manufacturer states it;
- for a tree: height with and without the stand, number of tiers, how many parts it assembles from;
- for a set of baubles: how many, what they're made of, whether hangers are included.
Photos also work differently than in other niches. People buy a garland for how it glows, not how it looks in the box. A shot in the dark with the lights on explains more than the description. Tips on shooting are in product photos for Kaspi, and the general procedure is in how to create a product card on Kaspi.
Delivery and packaging: a tree is heavier than it looks
Kaspi Delivery tariffs since Jan 1, 2026 (q2288, updated Jun 16, 2026), excluding VAT:
| Order amount and weight | Within the city | Across Kazakhstan |
|---|---|---|
| 3,000–5,000 ₸ | 199 ₸ | 199 ₸ |
| 5,000–10,000 ₸ | 699 ₸ | 799 ₸ |
| from 10,000 ₸, up to 5 kg | 1,099 ₸ | 1,299 ₸ |
| from 10,000 ₸, 5–15 kg | 1,349 ₸ | 1,699 ₸ |
| from 10,000 ₸, 15–30 kg | 2,299 ₸ | 3,599 ₸ |
Delivery is charged with VAT once the order gets the «Выдан» ("Handed over") status. A 4,500 ₸ garland costs 231 ₸ to deliver. If a boxed tree weighs 5 to 15 kg, that's 1,565 ₸ within the city and 1,971 ₸ to another city, with VAT. A big tree over 15 kg moves into the next band, and intercity delivery rises to 4,175 ₸.
Glass tree baubles are fragile goods. If the packaging doesn't meet Kaspi's requirements for the category, compensation for damage may be refused (q2296, updated Nov 5, 2025). Put baubles in separate cells and close the box so it can't be squeezed by hand. Ship a tree made of several parts in separate boxes with the number of pieces specified: each piece gets its own waybill (q3043, updated Aug 22, 2024). More in packaging for Kaspi Delivery.
And the calendar. Jan 1 and 2, 2027 fall on a Friday and Saturday. An order placed on Dec 30 for another city may arrive only after the holiday, and the buyer will cancel or return it. How to plan work around holidays is covered in seasonality of sales on Kaspi.
Commission and the math: how much to sell so you don't winter on leftovers
The whole «Новогодние товары» section, fireworks included, is charged at 10.9% without VAT and 12.5% with VAT (2026 tariffs, PDF). If an order is cancelled, the commission is refunded (q1344, updated Jan 6, 2026).
A hypothetical example, not a client case. Prices and purchase costs are for illustration; taxes and packaging are not included. A garland at 4,500 ₸ bought for 2,300 ₸. A 180 cm tree at 28,000 ₸ bought for 15,000 ₸. A set of baubles at 6,900 ₸ bought for 3,600 ₸. Delivery is across Kazakhstan, with VAT.
| Item | Garland | 180 cm tree | Bauble set |
|---|---|---|---|
| Price | 4,500 ₸ | 28,000 ₸ | 6,900 ₸ |
| Commission 12.5% | 563 ₸ | 3,500 ₸ | 863 ₸ |
| Purchase price | 2,300 ₸ | 15,000 ₸ | 3,600 ₸ |
| Delivery with VAT | 231 ₸ | 1,971 ₸ | 927 ₸ |
| Left over | 1,406 ₸ | 7,529 ₸ | 1,510 ₸ |
The minimum price is calculated with the same formula as everywhere else:
Minimum price = (Purchase price + Delivery + Packaging) ÷ (1 − Commission with VAT)
For a tree going to another city: (15,000 + 1,971) ÷ 0.875 ≈ 19,395 ₸. For a garland: (2,300 + 231) ÷ 0.875 ≈ 2,893 ₸.
The share of the batch to sell before January
A seasonal product has a second boundary besides the minimum price. Whatever is left after the holidays isn't lost, but the money in it sits until next November. Let's calculate what share of the batch you need to sell so that the profit on sold units covers the purchase cost of unsold ones.
Share = Purchase price ÷ (Profit per unit + Purchase price)
For the tree: 15,000 ÷ (7,529 + 15,000) ≈ 0.67. Out of 30 trees you need to sell 20 to get back all the money invested in the batch by January. For the garland: 2,300 ÷ (1,406 + 2,300) ≈ 0.62.
The practical conclusion follows. The lower the markup, the bigger the share you need to sell. If by mid-December you've sold less than that share, it makes sense to lower the price down to the minimum price, and holding it for profit no longer does. Going below the minimum price still isn't worth it: a clearance at a loss is worse than boxes in the warehouse until November. How to plan seasonal stock is covered in stock levels on Kaspi, and how to sell what isn't in the warehouse yet is in pre-orders on Kaspi.
Common mistakes when selling New Year goods
- Fireworks without a licence. Without a pyrotechnics licence you can't get Kaspi's permission for this category, and the goods are already paid for.
- A toy certificate instead of a garland document. Under TR CU 008/2011 a garland isn't a toy; it needs documents under 004 and 020.
- One card for garlands of different lengths. Different SKUs are different products; the buyer won't get what they chose.
- No photo of the garland switched on. The buyer doesn't see the main thing and goes to a competitor.
- Baubles in a soft bag. If the packaging doesn't meet the requirements, compensation for broken glass may be refused.
- Intercity delivery for a tree calculated at the city tariff. That's a 406 ₸ difference on every tree.
- Buying stock without calculating the sell-through share. A batch that needs two thirds sold but sells a third freezes money for a year.
Checklist: New Year goods on Kaspi
If your range includes pyrotechnics, the licence comes first, then Kaspi's permission, and only then the purchase. This is the only item that can wipe out the whole batch.
For mains garlands and light figures, collect certificates under TR CU 004/2011 and 020/2011 and check the model. For battery garlands, find out from the supplier whether they have a controller.

How to automate prices in the New Year season
In December, prices in garland and tree cards change several times a day, and there's no time to watch them by hand: the warehouse, packing, the chat. The SaleScout Kaspi bot checks prices every 20 seconds, keeps you at the top of the product card and never goes below the minimum price you set. When a competitor raises their price or runs out of stock, the bot raises yours too. SaleScout niche analytics helps you see which New Year items people search for before you buy stock. You can try the bot free for 7 days, no card required.
Frequently asked questions about selling New Year goods on Kaspi
Do you need permission to sell New Year goods on Kaspi?
For trees, baubles and garlands, no: they're listed as ordinary products. You'll need permission if you want to sell fireworks or sparklers. Then Kaspi will ask for a pyrotechnics licence, a contract with the supplier, an EAC certificate or declaration, an invoice and payment.
Do Christmas tree ornaments need a certificate?
Not under the toy regulation. A tree bauble is only called a toy: Appendix 1 to TR CU 008/2011 takes tree decorations, artificial trees and electric garlands out of its scope.
What document does a plug-in garland need?
At 220 V, a garland is lighting equipment. It's on the certification lists of two regulations at once, 004 and 020, so ask your supplier for a certificate for your model.
Does a battery garland need a certificate?
Batteries give a few volts, and 004 starts at 50 V AC and 75 V DC, so that regulation doesn't apply. 020 is trickier: it treats a simple string of bulbs as passive, but a model with a remote and modes is better shown to a certification body.
What is Kaspi's commission on New Year goods?
For a VAT-registered seller it's 12.5%, without VAT 10.9%. Trees, tinsel, garlands and pyrotechnics all have the same rate.
How much does it cost to deliver an artificial tree through Kaspi?
Look at the weight of the box. If it weighs 5 to 15 kg, that's 1,565 ₸ within the city and 1,971 ₸ to another city with VAT. For a 15–30 kg box going to another city, 4,175 ₸ is charged.
What do you do with New Year goods that didn't sell?
Either into the warehouse until November, or a discount, but down to the minimum price and no further. Better not to let it get there: in mid-December, compare how much you've sold with the share of the batch you calculated when buying.
