Computers and components on Kaspi.kz are sold without a separate category permission, with two caveats. The first is paperwork: laptops, system units, monitors and printers require certification under TR CU 004/2011 and 020/2011. The second is brands: if a brand is restricted and you bought the goods on the manufacturer's official website, you won't get permission in the «Компьютеры» (Computers) category. The commission is 12.5% including VAT, and on a laptop with a 15% markup only a few thousand tenge are left after commission and delivery. Below: documents, the listing, returns and the numbers.
In short
- There is no permission for the «Компьютеры» category, but restricted brands are checked separately, and a purchase on the brand's website is not accepted as grounds.
- Personal computers and the printers, monitors, scanners and UPS units connected to them are on the certification lists of both regulations.
- Kaspi treats Windows keys, antivirus keys and subscriptions as digital goods, and those can't be sold.
- The commission is 10.9% without VAT and 12.5% with VAT; during a 0-0-24 promotion the promo tariffs set it at 13.0%.
- Bought with a markup of about 15%, a laptop shipped to another city brings in roughly 2,200 ₸, so the minimum price has to be calculated down to the tenge.
Do you need permission, and what about brands
The Kaspi Guide (Kaspi's official help centre) lists these restricted categories: children's goods, pharmacy, sports and tourism, beauty and health, pet supplies, leisure and books, vitamins and dietary supplements, motor vehicles, fireworks, jewellery (q2224, updated Oct 5, 2026). Computers are not on it. You can add a laptop or a graphics card to your seller cabinet like any other product.
Brands are a different story. If the manufacturer is on the restricted brands list, Kaspi will ask for an information letter from the rights holder, a purchase contract and invoices with payment for the last 90 days, at least 10 units per brand (q2618, updated Jul 10, 2026). If you buy through a middleman, you'll need letters for the whole supply chain.
There's one caveat that is easy to miss. Usually you can also get permission based on a purchase from the brand's official website: receipts in the director's name, 10 units or more, no older than 60 days. But for «Телефоны и гаджеты» (Phones and gadgets), «Бытовая техника» (Home appliances), «ТВ, Аудио, Видео» (TV, Audio, Video), «Компьютеры» (Computers) and «Красота и здоровье» (Beauty and health), Kaspi makes an exception: a purchase on the official website won't get you permission for a restricted brand. So laptops of such a brand brought in from the manufacturer's site can't be listed on Kaspi, and it's better not to put money into them. The full brand check is covered in brand restrictions on Kaspi.
What you can't sell at all
Kaspi's rules have a clause on digital goods: subscriptions to services and software activation keys are banned (q3904, updated Jan 16, 2026). For the computer niche this means something simple. You can't list a boxed Windows or antivirus key as a separate item, even if it is "legal" and has a sticker. A laptop with a preinstalled system is a physical product, not a digital one.
The same rules ban used goods, counterfeits and replicas. Refurbished graphics cards and "like new" laptops after repair fall under this, whatever the description calls them.
Documents: TR CU 004/2011 and 020/2011
Computer equipment is covered by two technical regulations of the Customs Union at once. TR CU 004/2011 "On the safety of low-voltage equipment" deals with electrical safety and applies to equipment rated from 50 to 1,000 V AC (TR CU 004/2011). TR CU 020/2011 "Electromagnetic compatibility of technical equipment" deals with the interference a device emits and tolerates (TR CU 020/2011).
Under Article 7 of TR CU 004/2011, equipment on the list in its appendix is certified under schemes 1c, 3c or 4c, and everything else is declared. Appendix 3 to TR CU 020/2011 has its own certification list. Here is what matters for the computer niche:
| Product | TR CU 004/2011 | TR CU 020/2011 |
|---|---|---|
| Laptop, system unit, all-in-one | Certificate (item 2 of the list) | Certificate (item 2 of Appendix 3) |
| Monitor, printer, scanner, projector | Certificate (item 3 of the list) | Certificate (item 3 of Appendix 3) |
| UPS, power supply, charger | Certificate | UPS — certificate |
| Extension cords, cables and cords | Certificate (items 1 and 6 of the list) | Depends on the type, check |
| USB mouse, keyboard, flash drive | Outside 004: voltage below 50 V | Check with a certification body |
The table is a guide, not a replacement for the document. Regulation 020 explicitly does not apply to components that manufacturers use inside other devices and that are not meant for standalone use. Whether a graphics card or SSD that you sell at retail in its own box falls under that is decided by a certification body, not by the seller. So for each item, ask your supplier for a copy of the certificate or declaration, and if there isn't one, for a written explanation of why it isn't needed.
Check three things in the document: the model, the manufacturer and the validity period. A certificate for one laptop line does not cover the neighbouring model of the same brand with a different index. Keep scans in one folder, sorted by SKU: when Kaspi or a buyer asks for a document, digging through email for it that same evening is no fun. If you import the equipment yourself, the document must be ready before the product goes on the market; more on this in goods from China for Kaspi.
The listing: model, configuration and serial number
People search for a laptop by model and by hardware. "15.6-inch laptop" tells the buyer nothing, while "Core i5-1335U, 16 GB, SSD 512 GB" tells them everything. Kaspi uses the main characteristics to attach your product to the right product card, the single shared page where all sellers of the item compete (q3554, updated Feb 23, 2026). Get the memory size or the processor model wrong, and your laptop ends up in someone else's card, next to a cheaper configuration.
Different SKUs are different products (q5146, updated Jul 23, 2026). With laptops this is especially noticeable: the same model comes in five configurations, and each one has to live in its own card. The same goes for graphics cards: versions with different memory sizes or different cooling are different products.
What to add beyond the required fields:
- the manufacturer's exact model code, not just the marketing name;
- the keyboard layout: are Cyrillic and Kazakh letters printed on it;
- whether an operating system is preinstalled, and which one;
- for components, compatibility: socket, connector, form factor, power supply requirements;
- what's in the box: charger, cables, adapters.
Phones have their own IMEI procedure on Kaspi. For laptops, it's worth recording the serial number yourself, even if nobody asks for it. Photograph the serial number sticker before packing. If the buyer returns the laptop, you can check that the same unit came back. How this works for phones, where IMEI is checked as a rule, is in phones on Kaspi. The general procedure for creating a listing is in how to create a product card on Kaspi.
Delivery, packaging and damage
Kaspi Delivery tariffs since Jan 1, 2026 (q2288, updated Jun 16, 2026), excluding VAT:
| Orders from 10,000 ₸ | Within the city | Across Kazakhstan |
|---|---|---|
| up to 5 kg | 1,099 ₸ | 1,299 ₸ |
| 5–15 kg | 1,349 ₸ | 1,699 ₸ |
| 15–30 kg | 2,299 ₸ | 3,599 ₸ |
Delivery is charged to the seller with VAT and only after the order gets the «Выдан» ("Handed over") status. A boxed laptop weighs up to 5 kg: 1,275 ₸ within the city and 1,507 ₸ to another city, with VAT. A packed system unit is usually heavier than 5 kg, and the tariff rises to 1,565 and 1,971 ₸. A 32-inch monitor can easily move into the 15–30 kg band.
Kaspi describes packaging requirements by category, and if a product is packed incorrectly, compensation for damage may be refused (q2296, updated Nov 5, 2025). For electronics this is critical. A claim for damage during delivery within the city must be filed within 10 calendar days, across Kazakhstan within 45 days, and if there is no note in the return act, within 24 hours (q2306, updated Nov 25, 2025). Compensation is 10%, 30% or 100%, depending on the damage. A crack in the screen of a 330,000 ₸ laptop with incorrect packaging means zero instead of compensation. More in packaging for Kaspi Delivery.
If you sell a "system unit plus monitor" bundle in two boxes, specify the number of pieces in the order. Each piece gets its own waybill, and an extra box without one may not be accepted (q3043, updated Aug 22, 2024).
Returns: 14 days and the warranty
A buyer can return a product of proper quality within 14 days if it hasn't been used and still looks new. A defective one can be returned within 30 days or within the manufacturer's warranty period (q2269, updated Sep 21, 2026). The legal basis is Article 30 of the Kazakhstan Law "On Consumer Protection".
With computers, the line between "used" and "not used" is blurry. A laptop switched on to check the screen and a laptop someone worked on for a week look the same from the outside. Photos at dispatch and when accepting a return help: stickers on the case, the protective film, seals on the box. Look at the serial number separately. If a different unit comes back, a dated photo is your main argument. How to process returns in the cabinet is covered in returns on Kaspi for sellers.
Components have a different problem: incompatibility. The CPU didn't fit the socket, the graphics card didn't fit the case, the power supply was too weak. Formally the product works and simply "didn't fit", so this is a normal return within 14 days. The only way to reduce such returns is the listing: the socket, the length of the graphics card and the recommended PSU wattage should be in the description.
Commission and calculating the minimum price
In the 2026 tariffs the whole «Компьютеры» section has one rate: 10.9% without VAT and 12.5% with VAT (2026 tariffs, PDF). If an order is cancelled, the commission is refunded (q1344, updated Jan 6, 2026). During 0-0-24 installments (0%, no down payment, 24 months) the rate can change: under the promo tariffs it is 13.0% with VAT for most categories. Details in 0-0-24 installments for sellers.
A hypothetical example, not a client case. Purchase prices and selling prices are for illustration; taxes and packaging are not included. A laptop at 330,000 ₸ bought for 285,000 ₸, a graphics card at 180,000 ₸ bought for 152,000 ₸, an SSD at 22,000 ₸ bought for 15,500 ₸, a system unit at 450,000 ₸ bought for 385,000 ₸. Delivery is across Kazakhstan, with VAT.
| Item | Laptop | Graphics card | SSD | System unit |
|---|---|---|---|---|
| Price | 330,000 ₸ | 180,000 ₸ | 22,000 ₸ | 450,000 ₸ |
| Commission 12.5% | 41,250 ₸ | 22,500 ₸ | 2,750 ₸ | 56,250 ₸ |
| Purchase price | 285,000 ₸ | 152,000 ₸ | 15,500 ₸ | 385,000 ₸ |
| Delivery with VAT | 1,507 ₸ | 1,507 ₸ | 1,507 ₸ | 1,971 ₸ |
| Left over | 2,243 ₸ | 3,993 ₸ | 2,243 ₸ | 6,779 ₸ |
Minimum price = (Purchase price + Delivery + Packaging) ÷ (1 − Commission with VAT)
For the laptop: (285,000 + 1,507) ÷ 0.875 ≈ 327,437 ₸. That's only 2,563 ₸ below the current price. For the system unit: (385,000 + 1,971) ÷ 0.875 ≈ 442,253 ₸.
Now look at the same laptop in a 0-0-24 promotion at 13.0%. The commission grows to 42,900 ₸, and 593 ₸ is left from the sale. The minimum price rises to 329,318 ₸. Half a percent on an expensive product is 1,650 ₸, almost the entire profit. If your floor is calculated for 12.5%, in the promotion you are effectively selling at zero. Recalculate the minimum price before every promotion. How to build your full cost, with tax and packaging, is in how not to sell at a loss on Kaspi.
When a cheap item beats an expensive one
An SSD at 22,000 ₸ brings in as much as a laptop at 330,000 ₸, while tying up eighteen times less money in stock. That's no reason to drop laptops, but it is an argument for keeping components and peripherals in your range. They make it easier to get through a month when there's a price war in the laptop card.
Common mistakes when selling computers on Kaspi
- Windows and antivirus keys as separate items. They are digital goods, and selling them on Kaspi is banned.
- Buying a restricted brand on the manufacturer's website. For «Компьютеры» such a purchase isn't grounds for permission, and the batch may get stuck in your warehouse.
- A certificate for the neighbouring model. Documents are issued for specific models; a different index is a different product.
- A configuration in the wrong card. An 8 GB laptop in the card of the 16 GB version means a return and a bad review.
- No photo of the serial number. Without it, it's hard to prove that the unit that came back isn't yours.
- A minimum price set for 12.5% during 0-0-24. Half a percent on a 330,000 ₸ laptop eats 1,650 ₸.
- A monitor packed "the way it came from the supplier". If the packaging doesn't meet the requirements, compensation for a broken screen may be refused.
Checklist: computers and components on Kaspi
Start with brands. Check each one against the restricted list and find out where the goods come from: an official distributor, a middleman or the brand's website. The last option won't work for the computer category.
Then documents. Laptops, system units, monitors, printers and UPS units need certificates under TR CU 004/2011 and 020/2011; the model in the document must match yours. For components, ask the supplier for a document or a written explanation.

How to automate prices for computers
In laptop and graphics card cards, prices change many times a day, and as the calculation shows, the margin above the minimum price is a couple of thousand tenge. The SaleScout Kaspi bot checks prices every 20 seconds, keeps you at the top of the product card and never goes below the minimum price you set. When a competitor raises their price or leaves the card, the bot raises yours too, to just below the next seller. SaleScout niche analytics helps you see which models and components people search for before you buy stock. You can try the bot free for 7 days, no card required.
Frequently asked questions about selling computers on Kaspi
Do you need permission to sell laptops on Kaspi?
Not for the category: «Компьютеры» isn't on the restricted list. You'll need permission if the brand itself is restricted: a letter from the rights holder, a contract and purchases of 10 units or more over the last 90 days.
Can you get brand permission if you bought laptops on the official website?
No. For «Компьютеры», «Телефоны и гаджеты», «Бытовая техника», «ТВ, Аудио, Видео» and «Красота и здоровье», Kaspi doesn't grant permission for a restricted brand based on a purchase from the official website. You need a chain through an official distributor.
What certificate does a laptop need to be sold in Kazakhstan?
Personal computers are on the certification lists of both TR CU 004/2011 and TR CU 020/2011. So you need a certificate of conformity, and the model and manufacturer in it must match the product.
Can you sell Windows keys on Kaspi?
No. Kaspi classifies software activation keys and subscriptions as digital goods, which can't be sold. A laptop with the system already installed can be sold; it's a physical product.
What is Kaspi's commission on computers and components?
Usually 12.5% with VAT, or 10.9% without it, for the entire «Компьютеры» section. During 0-0-24 installment periods the rate can go up: under the promo tariffs it's 13.0% for this group.
How much does it cost to deliver a laptop through Kaspi?
A boxed laptop up to 5 kg in an order from 10,000 ₸ costs the seller 1,099 ₸ within the city and 1,299 ₸ across Kazakhstan, excluding VAT. With VAT, that's 1,275 and 1,507 ₸.
Can a laptop be returned if the buyer just didn't like it?
Yes, within 14 days, if it hasn't been used and still looks new. With a factory defect, the period is 30 days or the manufacturer's warranty.
