You don't need Kaspi's permission for drills, drivers or spanners: «Строительство, ремонт» (Construction, repair) isn't a restricted category, and its commission is 12.5% including VAT. Documents are more interesting, and here everything depends on whether there's a plug or a battery. Corded tools are certified under TR CU 004/2011 and 020/2011. An 18 V cordless driver doesn't fall under 004, but its charger does. And then there's weight: a 48 kg concrete mixer sent to another city loses a third of what you earn on it to delivery. Below we go through how to calculate this before you buy stock.
In short
- No permission is needed, but check the brand: Kaspi asks for documents for restricted brands.
- One rate for the whole section: 12.5% for VAT payers, 10.9% without VAT.
- A mains-powered drill or angle grinder needs a certificate under both TR CU 004/2011 and TR CU 020/2011.

What you need to list tools
In Kaspi's 2026 tariffs, tools sit in the «Строительство, ремонт» section: power tools, hand tools and sets, measuring tools, welding equipment, attachments and consumables, and construction equipment such as concrete mixers. All subcategories in the section go at one rate: 10.9% without VAT and 12.5% with VAT (2026 tariffs, PDF).
Construction and repair aren't on the list of restricted categories (q2224, updated Oct 5, 2026). But some tool brands may be on the restricted list, so check yours before buying stock. Then you'll need a letter or contract from the rights holder and invoices with payment for the last 90 days, from 10 units (q2618, updated Jul 10, 2026). A purchase on the brand's official website is also accepted if the receipts are in the director's name, for 10 units or more and no older than 60 days. Documents: corded, cordless and hand tools
Corded power tools
TR CU 004/2011 "On the safety of low-voltage equipment" applies to equipment rated 50–1,000 V AC and 75–1,500 V DC (TR CU 004/2011). Under Article 7, everything on the appendix list goes through certification, and the rest through declaration. The list includes "electrified tools (hand-held and portable electric machines)". A drill, rotary hammer, angle grinder or jigsaw running on 220 V mains means certification.
TR CU 020/2011 on electromagnetic compatibility doesn't depend on voltage (TR CU 020/2011). Its Appendix 3, the certification list, also includes electrified tools and, on a separate line, arc welding equipment. For corded tools, suppliers usually provide a certificate covering both regulations at once, and that's the first thing to ask for.
Cordless tools
An 18 V or 20 V driver runs on direct current below 75 V, so the tool itself doesn't fall under TR CU 004/2011. A plug-in charger does: the 004 list includes household appliances, including chargers and power supplies. TR CU 020/2011 is trickier: voltage doesn't matter there, and a cordless tool does contain electronics.

The table is a guide based on the text of the regulations, not a ruling. If you sell a driver bundled with a charger, the kit contains two items with different requirements, and the document has to cover both.
Hand tools
Spanners, screwdrivers, hammers and socket sets aren't on the 004 and 020 lists, since they aren't electric. That doesn't mean there are no requirements at all: check them for the specific product with the supplier or a certification body, especially for sets that also include measuring tools. Check the requirements for concrete mixers and other construction equipment separately too.
The product card: what tool buyers compare
Tool buyers read the specs more carefully than in any other niche. Kaspi uses the main characteristics to link a product to the right card (q3554, updated Feb 23, 2026). A driver "without battery" and one "with two batteries" are different SKUs and different products; they aren't combined into one card (q5146, updated Jul 23, 2026).
What people almost always ask about:
- for cordless tools: voltage, capacity, number of batteries and whether a charger is included;
- for corded tools: power, speed, cable length;
- for a rotary hammer: impact energy and chuck type;
- for a hand tool set: the exact contents as a list and the socket sizes;
- the tool's weight and whether there's a case.
What's in the box is the most common reason for a return. If the buyer expected two batteries and the box has one, they'll return the tool. A photo of the box contents laid out on a table settles the question. How to build a card is covered in how to create a product card on Kaspi.
Delivery: tools are heavy
For orders from 10,000 ₸, Kaspi Delivery tariffs depend on weight (q2288, updated Jun 16, 2026). They're charged when the order gets the «Выдан» ("Handed over") status, with VAT on top:

The gap between city and intercity grows with weight. Up to 5 kg it's 232 ₸; at 30–60 kg it's already 3,190 ₸. State the weight in the card precisely and including packaging: the tariff is calculated by it.
Packaging is a separate topic. A rotary hammer in a case can be shipped in the case wrapped in film. Loose hand tools can't: they'll cut the box from the inside. If the packaging doesn't meet Kaspi's requirements, compensation for damage may be refused (q2296, updated Nov 5, 2025). The math: what's left from a tool
Take four products. The numbers are hypothetical, not a client case: prices, purchase costs and weights are made up for the example, and we didn't count taxes or packaging.

A concrete mixer sent to another city loses 3,190 ₸ compared with the city, a third of the profit on it. For the driver, the same gap is 232 ₸.
Minimum price = (Purchase price + Delivery + Packaging) ÷ (1 − Commission with VAT)
For a driver going to another city: (31,000 + 1,507) ÷ 0.875 ≈ 37,151 ₸. For the rotary hammer: (40,000 + 1,971) ÷ 0.875 ≈ 47,967 ₸. For the concrete mixer: within the city (92,000 + 3,363) ÷ 0.875 ≈ 108,986 ₸, to another city (92,000 + 6,553) ÷ 0.875 ≈ 112,632 ₸.
If you sell heavy goods both in your city and to others, set the minimum price at the intercity rate. Otherwise every sale to another city can go into the red, and you'll only find out from the statement. More on this in how not to sell at a loss on Kaspi.
Attachments and consumables
Drill bits, discs, screwdriver bits and saw blades are goods with small receipts and low weight, so their economics are different. An order of 3,000 to 5,000 ₸ is delivered for 231 ₸ with VAT, the same within the city and to another city.

The drill bit set's minimum price is (1,600 + 231) ÷ 0.875 ≈ 2,093 ₸, the discs' is (2,500 + 231) ÷ 0.875 ≈ 3,122 ₸. Here intercity delivery doesn't hit the margin, but accuracy in the card matters: diameter, bore, material, and what the disc is for, metal or stone. Someone who bought a disc of the wrong diameter will return it, and the delivery charged to you won't come back.
Consumables work well alongside the main product: someone who bought an angle grinder from you will later look for discs for it. But these are separate orders with their own delivery, and each one has to be profitable on its own.
Returns and warranty
A buyer can return an unused tool within 14 days. With a defect, within 30 days or within the manufacturer's warranty period (q2269, updated Sep 21, 2026). For tools, the second matters more: if the manufacturer gives a warranty, a breakdown within it also becomes your problem, even several months after the sale. Keep the warranty cards and know where the brand's nearest service centre is. Kaspi refunds the commission on a returned order (q1344, updated Jan 6, 2026), but delivery that's been charged isn't refunded. On a concrete mixer sent to another city, that's 6,553 ₸ per return. Common mistakes when selling tools on Kaspi
- A document for the driver but not the charger. A plug-in charger falls under TR CU 004/2011 on its own.
- One card for different kits. A driver with one battery and with two are different products.
- The minimum price for heavy goods at the city tariff. On a concrete mixer sent to another city, that's minus 3,190 ₸.
- Inaccurate weight in the card. The tariff is based on weight; a mistake moves the product into a different band.
- Loose hand tools in a box. Without proper packaging, compensation for damage may be refused.
- Replicas of well-known brands. Kaspi's rules ban counterfeits without exception.
- No plan for warranty cases. A buyer can return a defect within the warranty period, and the issue lands on you.
Checklist: tools on Kaspi
Before buying stock, check two things: documents for each model and weight with packaging. The first decides whether you can sell the product at all; the second, how much you'll earn on it.

- [ ] Corded power tools have certificates under TR CU 004/2011 and 020/2011.
- [ ] Chargers for cordless tools have a TR CU 004/2011 document.
- [ ] The card states voltage, capacity, number of batteries and what's in the kit.
- [ ] Each kit is a separate card.
- [ ] Weight with packaging is stated precisely.
- [ ] The minimum price for heavy goods is calculated with the "across Kazakhstan" tariff.
- [ ] Hand tools are packed so they can't tear the box.
- [ ] Warranty cards are in the box, and the brand's service centre is known.
