Kaspi sells kick scooters, e-scooters, hoverboards, bicycles and their parts at 12.5% with VAT, and these categories need no permission. Electric mopeds (электроскутеры) are a different story: they sit in auto goods, in the motor vehicles branch, and they're on the restricted categories list together with motorcycles. Among brands, Ninebot, KUGOO, Xiaomi, STELS, Forward, Giant, ART-BIKE and a few more are restricted. Weight eats the money in this niche: an adult scooter or bicycle almost always lands in the 15–30 kg tier, which means 4,175 ₸ of delivery to another city.
In short
- The rate on scooters, monowheels and bicycles, electric ones included, is 12.5% with VAT (10.9% without it).
- Electric mopeds and mopeds are a restricted category: you need a supply contract, a vehicle passport and other documents.
- Ninebot, KUGOO, Xiaomi, STELS, Forward, Giant, ART-BIKE and Polaris are restricted brands.
- A bicycle or e-scooter weighing 15–30 kg travels to another city for 4,175 ₸, within the city for 2,667 ₸.
- Accessories up to 5,000 ₸ travel for 231 ₸ at any weight, and they're the best part of the range by margin.
Where scooters and bicycles sit in the catalog
Almost everything is in «Спорт, туризм» (Sports, tourism), but in two different branches. Balance bikes went to kids' goods, and electric mopeds to auto goods. The branch decides whether you need a permission.

Without VAT the rate is 10.9% everywhere (2026 tariffs, PDF). The commission, as a reminder, is fixed for the category and is refunded if the order is cancelled (q1344, updated Jan 6, 2026).
E-scooter or electric moped: why it matters
On the restricted categories list, under «Автотовары» (Auto goods), there are motorcycles, scooters (мопеды), electric mopeds and electric motorcycles (list, PDF). E-scooters are not on it.
For motorcycles, mopeds, scooters and quad bikes Kaspi asks for a set of documents (q2224, updated Oct 5, 2026):
- a supply contract with the supplier or a contract with the manufacturer;
- a vehicle passport or another manufacturer document that shows the type, purpose, specifications and classification of the vehicle;
- an EAC certificate or declaration of conformity, where the law requires it;
- a vehicle type approval (ОТТС), also where the law requires it;
- an invoice and payment documents.
In practice the line is what the manufacturer says the vehicle is. A supplier may call a seated model with a powerful motor an "e-scooter" even though its documents say electric moped. We wouldn't try to put such a model into «Спорт, туризм» to skip the permission. A card in the wrong category is a risk of rejection at moderation and extra correspondence, and the motor vehicle documents will be needed anyway if the model turns out to be a moped.
If you're just entering the niche, start with what needs no permission: kick scooters, e-scooters, bicycles. Add electric mopeds when you have the manufacturer's vehicle passport in hand.
Brands: who is on the restricted list
We went through the list on Nov 4, 2026. Among e-scooters Ninebot, Xiaomi, KUGOO are restricted, as well as 21st Scooter, ScooTer and E-Scooter. Among bicycles, STELS, Forward, Giant, ART-BIKE and IBK Aibike. Polaris is on the list too. We didn't find Trek, Merida, Cube or Format in this version, but the list changes, and it's worth checking before you buy stock.
Kaspi accepts three kinds of brand documents (q2618, updated Jul 10, 2026). A letter from the rights holder about your supplier's rights, a purchase contract, invoices and payment for the last 90 days. If you work through an intermediary, you need letters from the official supplier and from the rights holder. Or receipts from the brand's official website in the name of the company head, no older than 60 days, with a bank statement and transport documents. In all options it's at least 10 units per brand.
Ten e-scooters at a 165,000 ₸ purchase price is 1,650,000 ₸. Buying them before you get the permission means risking the whole amount. More on how permissions work in the article brand restrictions on Kaspi.
The math: a scooter, a bicycle, an e-bike, accessories
A hypothetical example, not a client case. Purchase and selling prices are made up, taxes are not included. Delivery is based on Kaspi tariffs from Jan 1, 2026 with 16% VAT (q2288, updated Jun 16, 2026). Orders up to 10,000 ₸ are charged by total, from 10,000 ₸ by weight.

The minimum price: (purchase + delivery + packaging) ÷ (1 − rate). An e-scooter to another city: (165,000 + 4,175 + 1,000) ÷ 0.875 ≈ 194,486 ₸. A bicycle to another city: (98,000 + 4,175 + 1,000) ÷ 0.875 ≈ 117,914 ₸.
Weight is counted by the box
A scooter weighs 17 kg, and the box with it weighs more, plus the charger and foam. A model on the 30 kg line easily moves into the 30–60 kg tier, and delivery to another city grows from 4,175 to 6,553 ₸. Weigh one fully packed box before setting the minimum price, rather than taking the weight from the specs.
The gap between the city and the regions is large for heavy goods: for an e-bike it's 3,190 ₸ on every order. If you sell across the country, calculate the minimum price with long-distance delivery. Accessories and the 5,000 ₸ threshold
Tubes, grips, bells, lights and locks up to 5,000 ₸ travel for 231 ₸ at any weight. Two tubes as a set at 7,800 ₸ go to another city for 927 ₸ and still leave 2,818 ₸ — more than one tube at 3,900 ₸. A set pays off here because the markup on the second piece covers the higher delivery.
In percentage terms accessories often give more than the bicycle itself. We'd keep them in the same store as the big items: a bicycle buyer puts a lock and a light in the same cart.
Delivery: boxes, assembly and multiple pieces
Scooters and bicycles are not on the list of goods that can't be sent with Kaspi Delivery (PDF). But the same document has a general addendum: restrictions can apply to bulky items in assembled form, to items longer than 3 metres and to fragile goods that need special packaging. A bicycle assembled and without a box may fall under this. Ship it in the factory box, partly disassembled, the way the supplier brought it.
A curious detail from the same list: «Автотовары» includes batteries. These are car batteries; batteries for e-scooters sit in the sports branch and are not listed. At the same time, the addendum has an item about explosive goods, and Kaspi doesn't say directly whether it counts separate lithium batteries among them. If you sell spare batteries, we'd send the first order and see how the drop-off point accepts it.
If an item ships in several boxes, each one is packed separately with its own waybill, and when you create the waybill you specify the «Количество мест» (Number of pieces) (q3043, updated Aug 22, 2024). A drop-off point may refuse an order if its dimensions or weight exceed what that point accepts (q3047, updated Jan 22, 2026). Before the first e-bike shipment, check the limits of your point on the map.

Assembly, test rides and returns
Assembly can't be included in the price. The Store terms forbid including additional services in the price of the product (clause 7.1 of q1342, updated Sep 30, 2026). In the description, say in what state the bicycle arrives: that the handlebar and pedals need to be attached, which tool is needed.
A scooter that was ridden in the showroom can't be sold as new: Kaspi prohibits unpacked goods used for demonstration and used goods (clauses 3.2 and 3.3, same page). It's a common trap for stores with an offline point where people can take a ride.
A buyer can return a product of proper quality within 14 days if it keeps its presentable condition, and a defective one within 30 days (q2269, updated Sep 21, 2026). An e-scooter with a scuffed deck after rides is no longer in presentable condition, but it's better not to let that argument reach a claim. State the real range and the maximum rider weight in the card: these two numbers are behind most e-scooter returns. More in the article returns on Kaspi for sellers.
The card
The main attributes of a card can't be changed after a month (q3554, updated Feb 23, 2026), and only products with the same brand, category and main attributes can be combined in one card (q5146, updated Jul 23, 2026). Bicycles with 17 and 19 inch frames, scooters with different battery capacity are different cards. For bicycles the description needs the frame size and the rider height it fits.
Common mistakes in selling scooters and bicycles on Kaspi
- A seated moped listed as an e-scooter. The supplier can call the model anything, but Kaspi looks at what it is. If the manufacturer's passport says moped, it doesn't sell without motor vehicle documents.
- They paid for a truck of Ninebot first and went for the permission later. While Kaspi reviews the documents, the scooters sit in your warehouse and the season goes by.
- They took the weight from the specs. The specs say 28 kg, the box with the charger weighs 31. The tier changes, and an order to the regions costs 2,378 ₸ more.
- They calculated the minimum price for their own city. For an e-bike that's a 3,190 ₸ error on every order to another city.
- They handed a bicycle to the drop-off point without a box. Kaspi Delivery may not take a bulky item in assembled form.
- They wrote "price with assembly". That's an additional service inside the product price, and it's not allowed.
- They sold a showroom rental scooter as new. Under Kaspi terms it's a display sample, and it can't be sold that way.
Checklist before launch
We'd start with one question: which Kaspi branch each of your models belongs to, sports or motor vehicles. The answer decides whether you need a vehicle passport, and it's better to know before you order from the supplier, not after.
Then in order:
- [ ] Brands checked against the restricted list, documents in hand before paying for the batch.
- [ ] One box weighed in full, with the charger and foam.
- [ ] The minimum price calculated with delivery to another city.
- [ ] Small items up to 5,000 ₸ calculated separately, sets compared with selling pieces one by one.
- [ ] The description has the range, maximum load, frame size and what needs to be assembled.
- [ ] For heavy models the limits of your drop-off point checked.
- [ ] Returns with mileage and display samples are not listed on Kaspi.
