If your Kaspi Pay Account has been arrested (frozen by an official order), first open the Kaspi Pay app: My Bank → Kaspi Pay Account → «Подробнее» ("Details"). It shows the reason and recommendations on how to lift the restriction. Most often an arrest is imposed for tax debt, an overdue loan or by a court decision, and it is lifted within one business day after Kaspi receives the instruction to lift it. Let's look at what you can do with the money in the meantime and why sales in the Magazin (Kaspi's marketplace) may go towards the debt.
In short
- There are three reasons: a debt to a government body (taxes, for example), arrears to a bank, or a court act or ruling.
- Kaspi doesn't impose the arrest of its own accord. Any Kazakhstani bank is obliged to enforce it, so moving the money to another bank won't help.
- Money above the arrested amount can be spent: paying suppliers, repaying a Business Loan and Purchase in Instalments, withdrawing cash.
- A collection order takes up to 100% of the balance and keeps debiting as money comes in, including money from sales.
- Debts of the individual in whose name the IP (individual entrepreneur) is registered can also be collected from the IP's account.
Why the arrest was imposed
The Kaspi Guide (Kaspi's official help centre) names three main reasons. The first is unfulfilled obligations to a government body, and the most common example here is tax debt. The second is an overdue loan or other obligations to banks. The third is a court act or ruling.
It isn't Kaspi's decision
It's important to understand who is behind the arrest. It is imposed by a government body or a bailiff, and the bank only enforces it. The Guide says plainly: any Kazakhstani bank is obliged to enforce an official arrest on an account. Arguing with Kaspi support is pointless; you need to talk to whoever imposed the restriction.
Personal debts of the IP owner
This is an unpleasant surprise for many entrepreneurs. An IP is you, so your personal debts can be collected too: child support, loans, fines. When describing collection orders, the Guide specifically mentions debts of the individual in whose name the IP is registered. A TOO (limited liability partnership) doesn't have this link, but a TOO can also get an arrest for its own taxes or loans. The difference between the two forms is covered in IP or TOO for selling on Kaspi.
Where to see the details
In the Kaspi Pay app, go to My Bank and select the account. If it is under arrest, an active «Подробнее» ("Details") link appears. Behind it are the reason for the restriction and recommendations on what to do.
Government websites
You can cross-check the information from the app on government resources. The Guide mentions two sources: the register of debtors in enforcement proceedings and the tax-debt information. Links to the services are in the sources. It's worth checking them not only once an arrest has happened but also once a month, to see a debt before it turns into a restriction.
Who gets the notification
The message in the Kaspi Pay app about the arrest being lifted goes to the company head. If an accountant or manager uses the app for you, agree on who passes the news on and how.
What you can do with the money during an arrest
Here everything depends on whether part of the amount or the whole balance is arrested.
Part of the amount is arrested
Money above the arrested amount can be used almost as usual. According to the Guide, you can:
- pay for purchases in Kaspi Pay services;
- repay a Business Loan and Purchase in Instalments;
- make payments and transfers;
- withdraw cash at a Kaspi ATM, but only the company head.
The whole balance is arrested
Then you can't withdraw cash. Depending on the terms of the restriction, payments to the state budget may remain available. That makes sense: the state doesn't stop you from paying off a tax debt from the same account.
You can always top up
There are no restrictions on topping up an arrested account. The ways are: cash at a Kaspi ATM (the head and staff added to the app), a transfer from your own Kaspi Gold card (IP only, via Transfers → Between your own accounts) and by bank details at a Kaspi branch, where any individual can top up the account. Keep in mind the payment-demand rules below: part of a top-up may be debited immediately.
| Situation | What is available |
|---|---|
| Part of the amount is arrested | Payments, transfers, purchases, repaying a Business Loan and Purchase in Instalments, cash for the head |
| The whole balance is arrested | No cash; depending on the restriction, payments to the budget |
| Topping up the account | No restrictions: ATM, your own Kaspi Gold (IP), bank details at a branch |
| Lifting the arrest | Within 1 business day after the instruction to lift it |
Collection order and payment demand
An ordinary arrest freezes an amount. Two other documents take money away, and a seller needs to tell them apart.
Collection order
This is a document under which state revenue bodies and bailiffs withdraw money from the account without your consent. It is used to collect taxes, fines, child support and loans. Up to 100% of the balance can be debited. If the balance falls short, money is debited as it comes in. The legal basis is Art. 35 of the Law of the Republic of Kazakhstan «О платежах и платежных системах» ("On payments and payment systems").
For the Kaspi.kz Magazin this means the following. Money for issued orders lands in the Kaspi Pay Account and goes straight towards the debt until it is paid off. A reminder: money for an order only arrives after the «Выдан» ("Issued") status; this is covered in detail in how to start selling on Kaspi.
Payment demand
Under a payment demand, the bank debits money when the account is topped up, and the share depends on who topped it up:
- an individual — 100%, but only if the account holds more than 2 МПМ (minimum subsistence levels), i.e. 101,702 ₸;
- a legal entity — 50%.
The legal basis is paragraph 5 of the «Правила осуществления безналичных платежей и (или) переводов денег на территории Республики Казахстан» ("Rules for non-cash payments and/or money transfers in the Republic of Kazakhstan").
What it looks like in money. Hypothetically: a payment demand is in effect on the account, and you, as an individual, put 200,000 ₸ into it to pay a supplier. The balance after the top-up is more than 101,702 ₸, so the bank is entitled to debit the whole top-up towards the debt, and the supplier won't see the money. If the same 200,000 ₸ was transferred by a company, half can be debited, 100,000 ₸. Before topping up the account for a specific payment, check under «Подробнее» ("Details") which document has been issued; otherwise you'll simply speed up repaying the debt instead of paying the supplier.
The math: how a debt eats revenue
Hypothetical example, not a client case. A collection order for 400,000 ₸ has been issued against an IP. There's no free balance. The store receives about 120,000 ₸ a day for issued orders, net of commission.
| Day | Received for orders | Debited towards the debt | Debt remaining | Available to you |
|---|---|---|---|---|
| 1 | 120,000 ₸ | 120,000 ₸ | 280,000 ₸ | 0 ₸ |
| 2 | 120,000 ₸ | 120,000 ₸ | 160,000 ₸ | 0 ₸ |
| 3 | 120,000 ₸ | 120,000 ₸ | 40,000 ₸ | 0 ₸ |
| 4 | 120,000 ₸ | 40,000 ₸ | 0 ₸ | 80,000 ₸ |
Days without revenue ≈ debt amount ÷ incoming money per day
400,000 ÷ 120,000 ≈ 3.3. For more than three days, all revenue goes to the debt. Meanwhile, orders keep coming in that need to be packed, and the supplier is waiting for payment. If the debt can be paid off at once from another source, that is almost always cheaper than working for several days without money. After repayment, the restriction is lifted within a business day of Kaspi receiving the instruction.
What happens to the Magazin and orders
As of Oct 26, 2026, the Kaspi Guide has no answer saying that an account arrest by itself suspends a Kaspi.kz Magazin store. So assume that orders must be fulfilled as usual. Cancelling them because there's no money for packaging or delivery is the worst option: cancellations caused by the seller hurt quality metrics and your position in the product card (the single shared listing where all sellers of an item compete). What happens with poor metrics: what to do if your Kaspi store is blocked.
If there isn't enough money to operate
There's a legitimate way to reduce the load temporarily: pause sales while you sort out the debt. New orders will stop coming in, and you can calmly fulfil the ones already accepted. How to do it without losing positions: how to pause sales on Kaspi. A pause makes sense if the debt is large and revenue will go entirely to debits for several days.
Suppliers and staff
Tell suppliers in advance that payment will be delayed and give a realistic date. That's better than silently missing a payment. Staff who are paid from the same account are also better told about the situation before payday. If only part of the amount is arrested, transfers from the free balance go through as usual, and there may be no delay at all.
Advertising
Charges for advertising in Kaspi come from the same account. If it's empty, campaigns keep spending, and the advertising debt is debited when the account is topped up. While revenue is going to the arrest, it makes sense to pause advertising so you don't build up a second negative balance. On bids and budgets: Kaspi Marketing: cost per click.
How to lift the arrest: step by step
- Open My Bank → Kaspi Pay Account → «Подробнее» ("Details") and write down who imposed the restriction and for what amount.
- Check the debt on government websites: tax debt or enforcement proceedings.
- Pay off the debt or reach an agreement with whoever imposed the arrest. If the restriction is for taxes, a payment to the budget may go through even from the arrested account.
- Wait until the government body or bailiff sends the bank an instruction to lift it.
- Kaspi lifts the arrest within one business day of receiving the instruction. The head will get a message in the app.
If the arrest is a mistake
For example, the debt has already been paid but the restriction is still there. The bank can do nothing until it receives the instruction, even if you show a payment receipt at a branch. Go to the body that imposed the arrest with proof of payment and ask it to send the instruction to lift it.
How to avoid an arrest
Most often an arrest is the result of a debt the seller simply didn't know about. Tax penalties, a forgotten declaration, a parking fine on a car registered to the IP owner, an old loan thought to be closed. Prevention is boring, but it works:
- once a month, check your tax debt on the state revenue website;
- pay taxes and contributions on time; for the schedule see IP taxes on Kaspi in 2026;
- don't fall behind on a Kaspi Business Loan or Purchase in Instalments;
- keep the IP owner's personal loans under control: they can also be collected from the business account;
- if you pay staff via Kaspi Pay, withhold taxes, or a debt will quietly build up — more in paying staff via Kaspi Pay.
A reserve in the account
If the account holds a reserve above any possible debt, a partial arrest won't stop your work: you'll keep paying suppliers and staff from the free amount. The reserve is convenient to keep on deposit, covered in Kaspi Pay deposit for business.
Common mistakes with a Kaspi Pay account arrest
- Writing to Kaspi support asking them to lift the arrest, although the bank only enforces the decision of a government body or court.
- Opening an account at another bank hoping to get around the arrest: any Kazakhstani bank is obliged to enforce it.
- Forgetting that the IP owner's personal debts can be collected from the business account.
- Topping up an arrested account from a personal card without knowing the payment-demand rules.
- Assuming the arrest will lift by itself after the debt is paid, and not checking whether the instruction went to the bank.
- Not checking tax debt until it turns into an arrest.
- Not warning the company head, although the notifications go to them.
Checklist: if the Kaspi Pay Account is under arrest
- The reason and amount are written down from the «Подробнее» ("Details") section.
- The debt is checked on the government website.
- It's clear whether part or the whole balance is arrested.
- Urgent payments to suppliers go out of the free amount.
- You've decided whether to pay the debt at once or wait for debits from revenue.
- After payment, you've checked that the instruction to lift the arrest was sent to the bank.
- The company head can see the notification about the arrest being lifted.
- A monthly tax-debt check is in the calendar.
- The IP owner's personal loans are paid without arrears.
How to automate prices while you deal with the debt
While you're dealing with the arrest, prices in product cards keep changing, and losing positions at such a time is especially annoying. The SaleScout Kaspi bot checks prices every 20 seconds, keeps you at the top of the product card and never drops below the minimum price you set. When a competitor raises their price or leaves the card, the bot raises your price to just below the next seller. The bot also works with Halyk Market. You can try the bot free for 7 days, no card required.
