Kaspi doesn't require a permission for lighting, and the commission on bulbs, chandeliers, wall lamps and LED strips is 12.5% including VAT. On the other hand, almost everything that plugs into a socket goes through certification under EAEU regulations, and a chandelier with glass shades reaches the buyer intact only with good packing. Let's go through documents, delivery and numbers: from a 900 ₸ bulb to a 38,000 ₸ chandelier.

What «Lighting» includes and what Kaspi charges
In Kaspi's 2026 tariffs, «Lighting» is a subcategory of the «Home and garden» section. It has chandeliers, wall lamps, wall-and-ceiling and recessed fixtures, spotlights and track systems, table and floor lamps, night lights, bulbs, LED strips and their controllers, floodlights, outdoor and emergency lighting, grow lights, shades and sockets. The rate is the same for all: 10.9% excluding VAT and 12.5% including VAT (Tariffs 2026, PDF). Car bulbs and headlights are in «Автотовары» (Car goods), medical lamps in «Аптека» (Pharmacy); those follow other rules.
The «Home and garden» section isn't on the restricted categories list, so lighting needs no permission (q2224, updated Oct 5, 2026; list, PDF). Just check the brands: for a restricted brand Kaspi will ask for a letter from the rights holder or a contract, invoices and proof of payment for the last 90 days (q2618, updated Jul 10, 2026).
Certificates: whatever plugs into the mains gets checked
TR CU 004/2011 covers equipment rated 50–1,000 V AC and 75–1,500 V DC. Its list of products subject to certification includes «оборудование световое и источники света» (lighting equipment and light sources) (TR CU 004/2011). So a chandelier, a wall lamp, a table lamp, a 220 V LED bulb and a mains floodlight go through certification. The same item, «оборудование световое» (lighting equipment), is on the list of TR CU 020/2011 on electromagnetic compatibility (TR CU 020/2011).
Regulation 020 has annex 1 with a list of what it doesn't cover. It includes battery- or accumulator-powered lamps without active electronic components and incandescent bulbs. They don't cause electromagnetic interference, so there's nothing to test.

The table is a guide based on the text of the regulations, not a legal opinion. Solar garden lights, night lights with sensors and Wi-Fi smart bulbs should be discussed with a certification body before the first batch. If you sell a strip as a kit with a power supply, documents are needed for the whole kit.
Packing: glass, shades and pendants
If the packing doesn't follow the guide, Kaspi may refuse compensation (q2296, updated Nov 5, 2025). The guide asks you to fix the item inside, fill empty space and apply «Fragile» labels (How to pack goods for Kaspi Delivery, PDF).
The simplest way with a chandelier: remove the shades and wrap each one separately, secure the frame with cardboard dividers, put the crystal pendants in a bag. The buyer will assemble it, and you won't get back a box of shards. Bulbs in factory boxes should be packed tightly with no gaps, or they'll knock against each other. Check long track rails and linear fixtures against the drop-off point's length limits: each point has its own, shown on the map (q3047, updated Jan 22, 2026). Broken? A claim is filed within 10 days within the city and 45 across Kazakhstan; compensation is 10%, 30% or 100% depending on the damage (q2306, updated Nov 25, 2025). A broken shade is a lost component, so most likely 30%. The shade often can't be bought separately, and the chandelier can no longer be sold as new.
The math: bulbs, a strip and a chandelier
The numbers are ours and hypothetical; this is not a client's store. Purchase costs and weights were chosen for the example, and taxes were left out. Delivery follows Kaspi's tariffs from Jan 1, 2026 plus 16% VAT (q2288, updated Jun 16, 2026). Below 10,000 ₸ the tariff depends on the order sum; from 10,000 ₸, on weight.

One bulb isn't a loss
Up to 1,000 ₸, Kaspi Delivery costs 57 ₸ including VAT; there's no cheaper tier in the table. A 900 ₸ bulb leaves 351 ₸, and its minimum price is about 499 ₸. Many sellers don't list single bulbs: it seems delivery will eat everything. It won't. A pack of five for 3,900 ₸ gives 1,281 ₸. That's less than five orders of one bulb each (1,755 ₸ together), but five people buying one bulb each won't come to you, while one person buying for the whole apartment will. Keep both listings: single and pack.
Ten bulbs: the 5,000–10,000 ₸ tier
With ten bulbs for 6,500 ₸ to another city, delivery is already 927 ₸, and 961 ₸ is left. The pack's minimum price is about 5,402 ₸. So two packs of five placed as one order bring less than two separate packs. That's no reason to drop big packs; just price them with the tier in mind.
Chandelier: the weight tariff
An 8 kg chandelier falls into the 5–15 kg tier: 1,565 ₸ within the city, 1,971 ₸ to another city. The difference is only 406 ₸, and one price for the whole country is usually enough here. The minimum price to another city is about 29,567 ₸. Breakage, though, is expensive: one broken chandelier eats the margin of roughly three sold ones. Smart bulbs, outdoor lights and grow lights
These three groups stand apart, and each has its own story.
A Wi-Fi or Bluetooth smart bulb is no longer just a light source but radio electronics. Requirements for radio devices may be added to the 004/2011 and 020/2011 documents, so clarify the document set before buying a batch. In the product card, buyers look for which app and voice assistant the bulb works with and whether a hub is needed. If that isn't written, the first reviews will be about it "not connecting".
Outdoor lights and floodlights sell by season: people start looking for them in spring, before the dacha season, and in autumn, when it gets dark early. The IP protection rating in the attributes is a must; without it the buyer won't understand whether the light can be mounted outdoors. Rechargeable solar garden lights often fall into a gray zone: they have a charge controller and a light sensor, which is active electronics.

The lamp's product card
Kaspi links a product to its product card (the single shared listing that all sellers of the item join) by main attributes, and a month after the card is created they can't be changed (q3554, updated Feb 23, 2026). For a bulb these are the base, wattage and color temperature; for a chandelier, the number of bulbs and the base. E27 and E14, 3000 K and 6500 K are different cards. Only products of the same brand and category with matching main attributes can be merged (q5146, updated Jul 23, 2026).
What people ask in chat: which base, warm or cool light, are bulbs included, hanging height, room area. For a strip: how many meters, is a power supply needed and is it in the box. If the description has no answer, the buyer either goes to a competitor or orders the wrong thing and returns it. A photo of the lamp switched on in a room sells better than a white background. On returns: lighting is not on the exceptions list of article 30 of the Consumer Protection Law. A buyer may return a working bulb or chandelier within 14 days if it wasn't used and its appearance is intact (Law of the RK No. 274-IV). Common mistakes when selling lighting on Kaspi
- A fully assembled chandelier. The shades hit the frame, and Kaspi may not compensate breakage without proper packing.
- No certificates for mains-powered lamps. «Lighting equipment and light sources» is named directly in the 004/2011 list.
- A strip sold without power supply documents. A 12 V strip is outside 004, a 220 V power supply is inside.
- Bulbs not sold individually. With 57 ₸ delivery, a 900 ₸ bulb leaves 351 ₸.
- One big pack without recalculation. Ten bulbs to another city bring less than two packs of five.
- Base and color temperature not in the attributes. The buyer takes E14 instead of E27 and returns it.
- Long fixtures without a size check. The drop-off point may refuse the box.
