You can't list a blood pressure monitor or a glucometer on Kaspi right away: «Аптека» (Pharmacy) is a restricted category, and first you need a permission with documents. Besides Kaspi, there's the law. A medical device must be registered in Kazakhstan, and the seller files a notification before starting sales. The commission on devices is the usual one, 12.5% including VAT. Below, step by step: which papers to collect, where to check them and how to price test strips so you don't end up at a loss.

What counts as «Medical devices» and what Kaspi charges
In Kaspi's 2026 tariffs, «Medical devices» is a subcategory of «Pharmacy». It includes blood pressure monitors, glucometers and analyzers, medical thermometers, inhalers and nebulizers, pulse oximeters, insulin pumps, diagnostic equipment, height meters and neurostimulators. The neighboring subcategory «Диагностические тесты» (Diagnostic tests) covers glucometer test strips and rapid tests. Their rate is 10.9% excluding VAT and 12.5% including VAT, not the same as for medicines, which have 6.4% and 7.3% (Tariffs 2026, PDF).
«Pharmacy» is on the restricted categories list in full, and the list directly names blood pressure monitors, glucometers, thermometers, pulse oximeters, inhalers, test strips and blood pressure cuffs (list, PDF). Without a permission you won't be able to add such a product card.
The Kaspi permission: what to attach
The form appears in the seller cabinet (the seller's account on Kaspi) when you add a product from a restricted category. For «Pharmacy», Kaspi asks for (q2224, updated Oct 5, 2026):

Kaspi may request the documents again, and fake ones can lead to the store being disconnected. If the brand is also on the restricted brands list, you'll need a letter from the rights holder or a contract with them, invoices and proof of payment for the last 90 days, at least 10 units (q2618, updated Jul 10, 2026). What the law requires: registration and notification
The registration certificate for the device
The Code of the RK "On public health and the healthcare system" requires medical devices to pass state registration before they enter the market, and a registration certificate is issued for them (article 23) (Code of the RK No. 360-VI). You can check the certificate number of a specific model in the state register on the website of the National Center for Expertise (ndda.kz). The advice is simple: ask the supplier for the certificate number and find the model in the register yourself, before paying for the batch. If the model isn't in the register, a Kaspi permission won't help you at all.
The notification on retail sales
Under the Code, retail sale of medical devices works on a notification basis (article 24). The notification is filed through the elicense.kz portal; the service is free, and you receive a notification receipt. Trading without a notification is an offense under article 463 of the Code of Administrative Offenses. According to an analysis by pharmreviews.kz, the fine for small businesses under part 1 is 25 MCI (monthly calculation indices). Check the premises and storage requirements that go into the notification on the portal before filing.
A home blood pressure monitor is often bought as "electronics", and sellers are surprised that Kaspi asks for documents. The answer is that by law it's a medical device, and the procedure for it is the same whether you're a pharmacy or a gadget store.
Where to start: the order of steps
The order matters here, because each step relies on the previous one.
- Choose models and check them in the register. First ndda.kz, then price negotiations. A supplier who can't give you the certificate number isn't right for you.
- File the notification on elicense.kz. It's free, but the receipt is needed before the first sale, not after.
- Buy the first batch with a full set of papers. Contract, invoice, payment order, declaration or certificate if required. These are exactly the documents that will go to Kaspi later.
- Submit the permission form in the seller cabinet. It appears as soon as you start adding a product from «Pharmacy».
- Create product cards and check the main attributes. A mistake in cuff size can't be fixed after a month.
If you go in reverse order, it usually turns out like this: the batch is bought, but the model isn't in the register or the documents aren't in the name of your sole proprietorship. The money is frozen in goods you can't list on Kaspi.
Packing and delivery
The devices are light, but they have electronics and a screen. Kaspi may refuse compensation if the packing doesn't follow the guide (q2296, updated Nov 5, 2025). Ship the device in its factory box inside a courier box with filler: a buyer of a medical device looks especially closely at whether the manufacturer's packaging has been opened. If the box arrived crumpled anyway, a claim is filed within 10 days within the city and 45 across Kazakhstan (q2306, updated Nov 25, 2025).
Returns: medical devices are an exception
Article 30 of the Law of the RK "On consumer protection" lists goods that can't be returned or exchanged if they are of proper quality. The first item on the list is medicines and medical devices (Law of the RK No. 274-IV). A buyer who simply didn't like the blood pressure monitor can't return it under the 14-day rule.
A defect is a different matter. A device that doesn't comply with technical regulations or has an expired shelf life can be returned by the buyer within 30 days regardless of its appearance (item 1-1 of the same article). For test strips, the expiry date is the main risk: leftovers with a short shelf life are better not listed at all. A separate story is "it doesn't show the right numbers". The buyer compares the monitor with one at a pharmacy and writes that it's off by 10 units. Don't argue emotionally in chat: ask for a photo of the screen, the batch number and point to the accuracy stated in the manual. Most often the issue is resolved by explaining how to put the cuff on correctly.
The math: a blood pressure monitor, a glucometer, strips
A hypothetical example, not a client's store. We made up the purchase costs and left taxes out. Delivery follows Kaspi's tariffs from Jan 1, 2026 plus 16% VAT (q2288, updated Jun 16, 2026). Below 10,000 ₸ the tariff depends on the order sum; from 10,000 ₸, on weight. All items below weigh less than 5 kg.

Test strips: a consumable with a thin margin
One pack of 50 strips to another city leaves 461 ₸; its minimum price is about 5,974 ₸. The margin is 526 ₸, less than one delivery. Two packs for 12,900 ₸ are already on the weight tariff, 1,507 ₸, but 1,181 ₸ is left, and the bundle's minimum price is about 11,551 ₸. Strips are bought regularly, and a buyer you sold a glucometer to will come back for them. Keep the double pack as a separate product card.
A glucometer at the 10,000 ₸ threshold
A glucometer at 9,800 ₸ ships on the sum-based tariff, 927 ₸ to another city. Raise the price to 10,200 ₸ and the weight tariff kicks in, 1,507 ₸, and you get 230 ₸ less. Blood pressure monitor and nebulizer
A blood pressure monitor to Atyrau costs only 232 ₸ more than within your own city, so separate prices by region aren't needed here. Don't go below 13,379 ₸ for the monitor and 19,437 ₸ for the nebulizer to another city. Money on these devices is lost on defects, not on delivery: if a device arrived faulty, you pay for the return trip and for the device itself.
The device's product card
Kaspi links a product to its product card (the single shared listing that all sellers of the item join) by main attributes, and after a month they can't be changed (q3554, updated Feb 23, 2026). For a blood pressure monitor these are the type (upper arm or wrist) and cuff size; for strips, the number per pack and the compatible glucometer model. Only products of the same brand and category with identical main attributes can be merged into one card (q5146, updated Jul 23, 2026).
What people will ask in chat if it isn't in the description: what arm circumference the cuff fits, whether it runs on batteries or mains, how many readings it stores, which strips fit. Pensioners and their children also ask whether the numbers on the screen are large. But the words "cures" and "replaces a doctor" must not be in the card — this is a medical device, and there's no reason to promise an effect. Common mistakes when selling medical devices on Kaspi
- Bought a batch before checking the register. Models without a registration certificate can't be sold; a Kaspi permission doesn't change that.
- No notification on sales. Kaspi may not ask for it, but it's a violation under article 463 of the Code of Administrative Offenses.
- Promising returns "within 14 days for no reason". The law doesn't oblige returns of medical devices of proper quality, and a promise in the card will have to be kept.
- Strips with a short shelf life. Expired goods will be returned within 30 days.
- A glucometer priced just above 10,000 ₸. Delivery to another city grows from 927 to 1,507 ₸.
- Strip compatibility not stated. The buyer takes the wrong ones and returns them as not matching the description.
- The description promises a healing effect. For a medical device that's an unnecessary risk.
Checklist: medical devices on Kaspi
- [ ] The model is found in the state register, the certificate number is recorded.
- [ ] The notification on retail sale of medical devices is filed, the receipt is saved.
- [ ] For the Kaspi permission: contract, certificate or declaration, registration certificate, invoice, proof of payment collected.
- [ ] The brand is checked against the restricted list.
- [ ] Cuff type and size, strip compatibility are in the main attributes.
- [ ] Strip expiry dates checked; short-dated leftovers removed from sale.
- [ ] Minimum price calculated for delivery to another city.
- [ ] Prices around the 5,000 and 10,000 ₸ thresholds checked.
Keep the documents for each batch in one folder. Kaspi may request them again at any time, and searching for a six-month-old invoice while your store is paused is no fun.

Popular blood pressure monitors and strips usually have several stores in the card, and first place goes to whoever is cheaper.
