Cosmetics in the Kaspi.kz Store belong to the «Красота и здоровье» ("Beauty and health") section, and for it Kaspi asks for permission first. You need a supplier contract, an invoice, proof of payment and, where the law requires it, an EAC declaration or a state registration certificate. If a brand is on the restricted list, permission for it isn't granted on the basis of a purchase from the brand's official website, and samples are banned altogether. The commission for the section in the 2026 tariffs is 10.9% excluding VAT. Below, step by step: documents, the EAEU regulation's packaging requirements, the product card and the price calculation.
In short
- The «Красота и здоровье» category needs permission. The form appears in the seller cabinet by itself when you add a product.
- Most cosmetics go through declaration, while children's and intimate cosmetics, hair dyes, peels, tanning and depilation products need state registration.
- For restricted brands, buying on the brand's official website does not qualify you for permission in this category.
- Samples, display testers and expired cosmetics can't be sold on Kaspi.
- The commission for «Красота и здоровье» in the 2026 tariffs is 10.9% excluding VAT, 12.5% including VAT.
Step 1. Permission for the «Красота и здоровье» category
«Красота и здоровье» is on Kaspi's list of restricted categories. When you add the first such product, a form appears in the cabinet. You attach to it (q2224, updated Oct 5, 2026):
- a supply contract with the supplier or a contract with the manufacturer;
- an EAC certificate or declaration of conformity — in the cases provided by law;
- a state registration certificate — also as required by law;
- an invoice;
- documents confirming payment.
On the same page Kaspi warns that it may request the documents again and will take measures, up to disconnection, for fake ones.
Common reasons for refusal
You can be refused because of an incomplete package, rule violations or too few sales: the store needs to issue 10 or more orders a month (q4810, updated Mar 16, 2026). For a newcomer to cosmetics, this means it's better to spend the first month working in other categories.
The second story is typical of cosmetics specifically. The declaration is issued by the manufacturer or importer, you buy from a distributor, and the document carries another company's name. Kaspi then asks you to connect the chain: the supplier's contract with the document holder, invoices, a power of attorney from the manufacturer or importer, or a certified copy of the declaration (q5213, updated Aug 7, 2026). Ask the distributor for these papers before the first purchase, not after a refusal arrives.
Step 2. Restricted brands in cosmetics
If a brand is on the restricted list, you need separate permission for the brand (q2618, updated Jul 10, 2026). The documents depend on where the goods come from:
- from a supplier who buys from the official representative — a letter from the rights holder confirming the supplier's rights, a contract, invoices and payments for the last 90 days, at least 10 units per brand;
- through an intermediary — the same plus a contract with the intermediary and letters confirming the whole chain up to the official supplier.
The "bought on the brand's official website" route works for other categories but not for «Красота и здоровье». The Guide names this section explicitly among the exceptions. Kaspi may also refuse to open a brand if the goods were bought in unauthorised online shops. More on brands in our article on brand restrictions on Kaspi.
Step 3. Declaration or state registration: what the regulation requires
The requirements for the cosmetics themselves are set by the Customs Union technical regulation TR CU 009/2011 «О безопасности парфюмерно-косметической продукции» ("On the safety of perfumery and cosmetic products"). It has been in force since July 1, 2012; the latest amendments took effect on April 18, 2023 (EEC).
Under Article 6 of the regulation, conformity is assessed by the manufacturer, its authorised representative or the importer. Most cosmetics go through declaration. Products listed in Annex 12 need state registration with a certificate (text of TR CU 009/2011). That annex includes:
| State registration is required for | Examples on the shelf |
|---|---|
| artificial tanning and skin-whitening products | self-tanners, brightening creams |
| tattoo and permanent make-up cosmetics | pigments for permanent make-up |
| intimate and children's cosmetics | intimate hygiene gels, baby creams |
| hair dyeing, lightening and chemical waving or straightening | hair dyes, keratin formulas |
| products with nanomaterials | — |
| depilation products and peels | depilatory creams, acid peels |
| fluoride oral care above the threshold and teeth whitening with peroxide 0.1–6% | whitening gels |
The practical conclusion: if you sell face creams and mascara, the supplier must have a declaration. If your range includes hair dye or a children's shampoo, look for a state registration certificate. Both papers are issued for a product name and remain valid as long as the name or the safety-relevant formula doesn't change.
Products that have passed assessment carry the single EAEU circulation mark, EAC — on the container, label or accompanying documents (Article 7).
Step 4. What must be on the packaging
A Kaspi buyer doesn't hold the package before buying, but receives it at home, and a quality return starts precisely with the label. The regulation requires the labelling to include (Article 5, clause 9.2):
- the product name and purpose, if it isn't clear from the name;
- the manufacturer with its address, the country of origin, and the importer or authorised person for claims;
- volume or weight, except for packs under 5 ml or 5 g;
- colour or shade for decorative cosmetics;
- shelf life: date of manufacture and period, or "use by";
- batch number;
- directions for use and precautions, where needed;
- ingredients under the heading «Ингредиенты» or «Состав» ("Ingredients").
The information is given in the state language of the country where the cosmetics are sold. The product name and manufacturer may be in Latin letters, and the ingredients either in the state language or under the international INCI nomenclature (clauses 9.3 and 9.5). A batch of Korean cosmetics with a label only in Korean is a reason to check whether there will be a sticker before the goods go out to a buyer.
Step 5. What's not allowed: samples, testers, expired goods
Samples are on the general list of banned products as goods intended for free distribution (q3904, updated Jan 16, 2026). The "not for sale" mini versions a distributor puts in the box as a gift can't be listed on Kaspi.
The store rules add two more bans (q1342, section 3, updated Sep 30, 2026). You can't sell an unpacked product that stood on display for demonstration — that is, a showroom tester. And you can't sell goods past their shelf life. For cosmetics, where the date is printed in small type on the bottom, this is a real risk: check your stock by dates at least once a month.
Shelf life in the warehouse
With cosmetics the warehouse works differently than with electronics. A cream may sit for six months and still be sellable, or it may reach the last months of its shelf life, when buyers will refuse it. A simple rule: when you receive a batch, write the batch number and the "use by" date into your stock table. Sort it by date once a month. Items with a short shelf life are better sold off early than written off later.
If the warehouse holds two batches of the same product with different dates, ship the older one first. The buyer sees the date on the package, and "they sent me an almost expired cream" easily turns into a refusal or a bad review.
The full list of restrictions across all categories is in what you can't sell on Kaspi.
Step 6. The cosmetics product card
Cosmetics have many items for which Kaspi doesn't yet have a product card (the single shared listing that all sellers of an item join), especially niche brands. If the value you need isn't in an attribute's list, press «Добавить новое значение» ("Add new value") and attach a photo of the packaging or instructions where it's stated, or a link to the same product in another online shop. A new card is reviewed within up to three working days (q3245, updated Feb 23, 2026).
Moderation cuts cosmetics copy more often than electronics copy, because sellers love evaluative words. The title can't contain discounts, price, "original", "copy" or "replica". The description can't say "best", "unique", "amazing", "promotion", "analogue", "1:1" or "genuine" (q3555, updated Jun 17, 2025). The phrase "original Korean cosmetics, best cream" fails on every part. Build the description on facts from the package: volume, skin type, directions, ingredients.
Be careful with tones and shades. Putting a colour in the attributes that differs from the product's actual colour is also a reason for rejection. How to build a card that passes the first time is covered in how to create a product card on Kaspi.
Commission, installments and the minimum price
In the 2026 Kaspi.kz Store tariffs, all subcategories of «Красота и здоровье» — decorative cosmetics, face, hair and body care, perfume, manicure — are charged 10.9% excluding VAT and 12.5% including VAT (2026 tariffs, PDF).
Some hygiene products can't be sold in 12- and 24-month installments: shampoos, dry shampoos, deodorants, shower products, toothpastes and toothbrushes, cotton pads, shaving products and razors (q4659, updated Jun 9, 2026). Creams and decorative cosmetics aren't on that list.
A hypothetical example, not a client case. A face serum, purchase cost 3,500 ₸, packaging 150 ₸, Kaspi Delivery (Kaspi Доставка, Kaspi's courier service) within the city. An order from 5,000 to 10,000 ₸ costs 699 ₸ excluding VAT, so 811 ₸ including 16% VAT will be debited from the account (q2288, updated Jun 16, 2026).
| Item | At a price of 6,000 ₸ |
|---|---|
| Commission 12.5% incl. VAT | 750 ₸ |
| Kaspi Delivery within the city incl. VAT | 811 ₸ |
| Packaging | 150 ₸ |
| Purchase cost | 3,500 ₸ |
| Left from the sale | 789 ₸ |
Minimum price = (Purchase cost + Delivery + Packaging) ÷ (1 − Commission incl. VAT)
(3,500 + 811 + 150) ÷ 0.875 ≈ 5,099 ₸. Below this price the serum sells at a loss, and this is the number that makes sense as the floor for repricing. Keep returns in mind: a buyer may return a product of proper quality within 14 days if its presentable condition is preserved (q1342, clause 4.3), and an opened jar is unlikely to qualify, but the dispute will still take time. More on cost price in how not to sell at a loss on Kaspi.
Common mistakes when selling cosmetics on Kaspi
- Buying a batch before getting category permission and then waiting until the store reaches 10 issued orders a month.
- Bringing a declaration issued to the importer without a contract or power of attorney linking it to you.
- Buying a restricted brand on the official website and counting on permission — for «Красота и здоровье» this route is closed.
- Confusing declaration and state registration: hair dyes and children's cosmetics require a certificate.
- Listing gift mini versions and testers.
- Writing "original" and "best cream" in the description.
- Not tracking shelf life on remaining stock.
- Setting the minimum price without accounting for the Kaspi Delivery tariff tier.
Checklist: cosmetics on Kaspi

- the supplier has a contract, invoices and payments for your company;

- if the documents are in the importer's name, there's a power of attorney or contract linking it to the supplier;

- the package carries the EAC mark, shelf life, batch number and ingredients;
- the label text is in the state language, or there will be a sticker;
- the batch contains no samples or testers;
- the minimum price is calculated with the 12.5% commission and the delivery tariff including VAT;
- the description has no "original", "best" or "promotion".
How to automate prices and avoid selling at a loss
In cosmetics the same serum is often sold by dozens of stores, and the price on the card changes many times a day. The SaleScout Kaspi bot checks prices every 20 seconds, keeps you at the top of the product card and never goes below the minimum price you set. When a competitor raises their price, the bot raises yours too. SaleScout niche analytics helps you see category demand before you buy stock. You can try the bot free for 7 days, no card needed.
Frequently asked questions about selling cosmetics on Kaspi
Do I need permission to sell cosmetics on Kaspi?
Yes. «Красота и здоровье» is a restricted category; the permission form appears in the cabinet when you add a product. You attach a supplier contract, an invoice, payment and EAC documents if the law requires them.
What documents does Kaspi ask for cosmetics?
The basic set is a supply contract, an invoice and proof of payment. Plus an EAC declaration or certificate and a state registration certificate in the cases set by law. For restricted brands, also documents for the last 90 days, for at least 10 units.
How is a declaration different from state registration for cosmetics?
Under TR CU 009/2011 most cosmetics are declared. State registration is needed for the Annex 12 list: children's and intimate cosmetics, hair dyes, peels, tanning and depilation products, teeth whitening.
Can I sell cosmetics bought on the brand's official website?
If the brand is restricted — no. For «Красота и здоровье» Kaspi doesn't grant permission for such a brand if the goods were bought on the official website. You need a chain through the official supplier.
Can I sell samples on Kaspi?
No. Kaspi classes samples as goods for free distribution, and they're on the banned list. Display testers don't work either: the rules ban unpacked demonstration goods.
What is Kaspi's commission on cosmetics?
Under the 2026 tariffs — 10.9% excluding VAT; 12.5% including VAT is debited from the account. The rate is the same for the subcategories of «Красота и здоровье». Before launching, check it in the cabinet for your subcategory.
Can I sell shampoos in installments on Kaspi?
Not for 12 and 24 months — shampoos, deodorants, toothpastes and some other hygiene items are on the exclusion list. Creams and decorative cosmetics aren't on that list.
Can I sell Korean cosmetics with a label only in Korean?
The regulation requires information in the state language of the country where the product is sold. The name and manufacturer can stay in Latin letters, the ingredients in INCI. If the package is only in Korean, you'll need a translated sticker, and it's best to agree on it with the supplier before shipment.
